INTRODUCTION: • All appointments are by AB • College Appointment Committees( CAC) appoint on behalf of AB • All appointments are guided by ; • Human resource manual 1st Oct 2009 which replaced the policy on appointment and promotion of academic staff of 2006. • Makerere Constituent Colleges Statute 2006 • The Universities and Other Tertiary Institutions Act 2001 (as amended) • Labour and Employment Act 2006 ( as amended) • Constitution of Uganda 1995 (as amended)
APPOINTMENTS BOARD: • It is the only statutory /mandatory committee of public universities. • It is responsible to the University council • Roles ; • Appointments • Promotions • Removal from service • Disciplinary (officers, academic, administrative & support staff)
College Appointments Committee (CAC): • Established by Makerere constituent college statute 2006 section16 • Supported by section 43 (subsec. 3) of the Universities and Other Tertiary Institutions Act 2001 (as amended) • Composition: • Principal (Chairman) • Deputy Principal • Two members elected by College Academic Board • Representative of AB • Representative of Senior Administrative Staff • Representative of Support Staff • College registrar (Secretary)
College Appointments Committee (Cont.) • Functions/Roles: • Make a College Appointment and Promotion plan • Prepare a College Appointments Almanac in consultation with DHR • Appointments below Lecturer or Equivalent (M7) • Recommendations to AB of staff above Assistant Lecturer or the equivalent. • Review and Evaluate Staff terms of Service.
Appointments by CAC Assistant Lecturers • Training level; • Bachelors’ degree (1:1 or 2:1 or equivalent) • Masters degree • First degree in clinical discipline and Registration for a masters degree & passing first year courses • Not more than 40 years at the time of application • Not Required; • Teaching experience • Publications • Supervision of graduate students • Service to community
Appointments by CAC (Cont.) Teaching Assistant: • Training level; • Bachelors degree (1:1 or 2:1 or equivalent) • Not more than 30 years at the time of application • No other requirements needed • Equivalent Administrative & support staff i.e. staff at M7 and below.
Recommendations by CAC: • CAC shall recommend staff above M7 to AB for appointment • Lecturers or equivalent (M6) • Senior lecturers or equivalent (M5) • Assoc. Professors or equivalent (M4) • Professors or equivalent (M3) Multi-Tracks in appointments /promotions • Ordinary track • Fast track • New entrants
Recommendations by CAC (Cont.) • New entrants:- Applicants intending to join university service for the first time. • Members of staff who have acquired qualifications equivalent to joining the university for the first time. e.g. Assistant lecturer with qualifications for a new entrant senior lecturer position. • Ordinary Track:- Staff movement from one stage/position to another after satisfying the pre-requisite conditions. • Fast Track:- Staff movement where one is allowed to progress to the next level fast on attaining the pre-requisite conditions.
Requirements for Appointmentand Promotion between M6-M3 • Qualifications • PhD • Masters degree in clinical sciences • Teaching experience: • Lecturer – not required • Senior Lecturer – (FT) 2years (OT) 3 years • Assoc. Professor – (FT) 5years (OT) 8years • Professor – (FT)6years (OT) 10years • New entrants – pedagogical skills (any two of: Teaching at the university, Team leader of research team, Supervisor of graduate students, Pedagogical qualification)
Requirements for Appointments M6-M3 (Cont.) • Teaching experience is cumulative since promotion to position of lecturer. • Supervision of Graduate Students to Completion • Lecturer - Not required • Senior lecturer • New Entrant - not required • Fast track - One • Ordinary track - Two
Requirements for Appointment and Promotion M6-M3 (Cont.) • Supervision of Graduate Student to Completion: • Associate professor - New entrant - Not required - Fast track - 4 (2 since last promotion) - Ordinary track - 3 (2 since last promotion) • Professor - New entrant - Not required - Fast track - 6 (3 since last promotion) - Ordinary track - 5 (2 since last promotion) • One of the supervisees should be PhD student • Lack of a PhD student requires an additional three masters students. • Certification of supervision from DRGS ( applicants obtain a supervision form from DHR & take it to DRGS for certification). • (Absence of graduate supervision to be compensated with more publications in departments without graduate programmes*** being debated for inclusion in the policy)
Requirements for Appointment and Promotion M6-M3 (Cont.) • Publications • Lecturer not required • Senior lecturer - New entrant - 8 (3 with in the last 3 years) - Fast track - 5 (since promotion to lecturer) - Ordinary track - 3 (1 since promotion to lecturer) • Associate professor -New entrant - 11 (4 with in last 3 years) -Fast track - 6 (since promotion to senior lecturer) -Ordinary tack -3 (since promotion to senior lecturer) • Applicant should be sole /first/principal/corresponding author on 50% of the publications. • Professor -New entrant - 21 (5 within last 3 years) -Fast track - 10 (since promotion to Assoc. Professor) -Ordinary track - 5 (since promotion to Assoc. professor) • Applicant should be sole/first/corresponding/ principal author on 50% of the publications
Important Points to Note. • Supervision include one PhD Student • Lack of PhD supervision requires three extra masters • (*** Substitution of supervision with publication in dept. without graduate programmes) • Study leave not part of teaching experience (when one is not teaching) • Joint publications are accepted (multi/ interdisciplinary) • (***Contribution to publication to be shared between authors) • Assoc. Professors& Professors should be single/first/ principal/corresponding authors of 50% of their publications • Pedagogical skills. (Any Two of the following): -Teaching at university -Team leader of research team -Supervision of graduate students -Qualification in pedagogical skills *** Being debated for inclusion in policy
Publications: • Accepted • Publications should be in the discipline of the applicant • Articles in refereed journals • Published books or Book chapters in published books • Refereed conference proceedings - Exhibitions/Films • Not accepted • Newspaper/news letter articles • Printed books; Research/consultancy Reports • Articles in unrefereed publications • Book chapters where the author is the editor • Bound lecture notes; Plagiarized/forged publications
Content of Submitted Publications: • Top page of publication (Book, Journal) • Page with editorial board • Table of contents • Declaration by publishers (if available) • Publication (article/chapter) • E-mail address and/or web page of the publishers. • Evidence of refereeing (if available)
Relationship between AB and CAC • AB is an appointing authority in the university • CAC is a sub committee of AB • AB to be represented on CAC • CAC should not sit without AB representative • All appointments of CAC to be endorsed by AB • Members of CAC should sign the minutes • Minutes of CAC should be signed by chairperson and AB representative on all pages • Positions/status of CAC members should be clear on attendance list • CAC should make clear recommendations to AB • CAC should follow the laid down guidelines /policies/criteria.
