Objectives and Strategy of TC 100 Geneva, Switzerland, 24 October 2013 to enrich human life with entertainment provided by audio, video and multimedia in home and networked environment and to contribute to society by pursuing energy efficiency and by addressing ambient assisted living, accessibility and user interfaces of audio, video and multimedia equipment
TC 100 ongoing standardisation items • to enrich human life • Multi-channel audio assignment • DLNA guidelines maintenanceand new parts • IPTV and Internet TV receiver specifications (OIPF specs) • Digital receiver specifications • e-Book and e-Publishing related format • 3DTV related specifications • Optical cable distribution systems • to contribute to society • Measuring methods of power consumption for AV and ICT equipment • Energy efficiency and smart grid application • Accessibility and usability of AV and multimedia equipment • Functional requirements of digital television (e.g. text to speech) • Survey of AAL use cases to identify standardization topics relevant for TC 100 Geneva, Switzerland, 24 October 2013
AAL and Accessibility • TC 100 recognized AAL as an extension of accessibility • In 2007,TC 100/AGS recognized the need of investigation for accessibility standardization • Established a Stage 0 project which delivered • IEC TR 62678: Audio, video and multimedia systems and equipment activities and considerations related to accessibility and usability (2010) • TC 100/AGS holds AAL study sessions since May 2011 • Liaison with European Blind Union (2011) • IEC 62731: Text-to-Speech Functionality for Television - General requirements (Jan. 2013) Geneva, Switzerland, 24 October 2013 7
Resolution of AGS MeetingMay 2012, Dallas • Establish of a Stage 0 project on AAL • Conduct a survey to collect AAL use cases in the field of AV and multimedia systems and equipment • Contribute to the work of IEC SMB SG 5 AAL • Identify AAL future new work items in the field of AV multimedia systems and equipment • Prepare a TR of AAL use cases (planned for mid 2014) Geneva, Switzerland, 24 October 2013 8
Current AAL related Activities • Survey identified 17 relevant AAL use cases for TC 100 which also include the aspect of improvement of accessibility and user interfaces • The universAAL, IEC/PAS 62883 published “The universAAL Framework for User Interaction in Multimedia Ambient Assisted Living (AAL) Spaces” (Oct. 2013) • Draft AAL TR to be distributed for ballot by end of Oct. 2013 • Proposed NP by the EBU on Digital Television Accessibility and Usability Functional Specification Geneva, Switzerland, 24 October 2013 9

Conclusions (1) • IEC TC 100 may consider the development of functional specifications/guidelines which focus on accessibility and usability of TVs and Connected TVs and control of access to, and consumption of, digital content through the TV • To define the user needs esp. of elderly, visually and hearing impaired users and to provide guidance on how they can be addressed, e.g. by best practices • To simplify accessibility of electronic programme guides, subtitles and audio description • To describe the essential characteristics of • audio-enabled EPG • audio outputs for on screen displays used to control playback, recording, and associated functions for video programming • Many of the issues identified above are also relevant to the accessibility of other personal devices from smart phones and tablets to e-book readers Geneva, Switzerland, 24 October 2013 13
