Human Resources Focus on Compliance • HR staff has evaluated VRS reporting practices for stipends for both the school and local government staff. ALCPS • 1997-98 Albemarle transitioned from Career Ladder Model to a step-scale model for compensation. • Teachers who took on extra roles/responsibilities during the year were given ALCP stipends, the amounts of which were/are commensurate with those additional activities.
ALCPS • At the time, VRS had no written guidelines in regard to whether those additional stipends should be included in VRS reported base salary. • VRS advised us that reporting the stipends as income for VRS was appropriate, and we did so.
ALCPS • Since then, VRS has published guidelines indicating that ALCPS. • Creditable Compensation/Annual Salary is defined as annual salary not including overtime pay, payments of a temporary nature, or payments for extra duties, such as pay for teachers who provide coaching or act as advisor for special activities.
Impact of Decision to not include ALCPS in VRS Reported Income • To develop a communication plan, HR identified those teachers at/near full retirement who received ALCP stipends last year. • After creating estimates for a July 2012 retirement date for those forty-five individuals, thirteen were identified whose retirement benefits would be impacted by the non-inclusion of this year’s ALCP stipends into VRS reported income for SY 11-12 .
Communication Plan • HR staff is meeting individually with these teachers to inform them of the anticipated impact to their respective retirement benefit calculations and to answer any questions they may have in this regard. • HR staff will also communicate in writing to remaining teachers impacted by the decision and schedule follow up meetings as necessary.
Valuing our Employees • While ALCP stipends are voluntary, it is important to remember that these teachers have taken on additional responsibilities that are often key to supporting students and school / division programs. • Human Resources Staff have worked to develop a communication plan that ensures our Division is in compliance with the VRS regulations and that our impacted teachers are treated with sensitivity and support.
