SERC began to develop the necessary structure to have a regional MIC in 1999 following the Spring Joint meeting of the Operating Committee and Planning Committee. SERC members approved the MIC as a committee during the Summer 2000 meeting. History at SERC

Timing problems with Table 4-2 It is possible for a customer request to not require confirmation until after the start of the transaction If the customer fails to act and lets it go retract, the other customers will not have the ability to perform business Problems with Order 638
Request 130622 has taken up all the ATC on this interface. Therefore, all the other requests must wait for this request to reach a final state. Once 130622 is RETRACTED, then 130625 is accepted and on the clock to confirm. Unfortunately, the Confirmation time of 24 hours means that the request may not be retracted until after the start date. Since all the other requests are now waiting on request 130625, they will not get processed until after the start date has already passed.
