Complex process of qualifying carriers, soliciting rates, distributing moves, evaluating moving company performance, paying invoices, and settling claims
No single DoD organization has responsibility for entire relocation process
Over 1,000 pages of regulations and policies govern relocation of personnel and their property
The current legacy system is antiquated and unsupportable requiring replacement with a modern, web-based alternative

TSP Qualifications
Module supports HQ SDDC in managing TSPs’ eligibility to receive traffic distribution
Provides on-line access for TSPs to submit carrier information
Supports HQ SDDC in approval of TSP Submission packages
For new entrants, all TSP-required information must be successfully submitted before their information is reviewed
Provides HQ SDDC with the capability to electronically communicate with TSPs
Provides TSPs with the capability to monitor their approval status and profiles
The TSP Qualifications module was tested in the Beta and SAT cycles
31. 31 JPMO TEST READINESS REVIEW (Cont) Rate Filing
Module provides access to centralized rate information
Provides qualified TSPs with the ability to submit and review rates on-line for approval
Provides the TSPs with the capability of viewing the submitted rate
Provides the TSPs with the capability of responding electronically to SDDC solicitations
Enables SDDC to apply a rate reasonableness range, accept/reject filed rates, and perform individual rate evaluation
Supports management of the rate filing process, i.e., notifying TSPs of rejected rates, controlling the number of times rate can be filed, allowing manual adjustments to rates, identifying rates filed by multiple TSPs in the same Common Financial and/or Administrative Control (CFAC)
The Rate Filing module was tested in the Beta and SAT cycles

On-line training module
DPS LMS is based on the training capabilities of the Siebel Training module
DPS LMS training courses correspond to the ‘courses’ object in Siebel Training
DPS user roles correspond to the ‘Siebel Training curriculum’ object
Relationship between DPS user role and DPS LMS courses is reflected in the Siebel out-of-the-box relationship that exists between ‘curriculum’ and ‘course’
Critical because it is through the curriculum-course relationship that DPS LMS knows which courses each user should be enrolled
The LMS for Qualifications and Rate Filing was tested in the Beta and SAT cycles
