Employee Clinic ConceptCount the Beans • Average of four (4) visits per hour results in 1,664 visits per year. • $92,400 annual cost provides for an estimated per visit fixed cost of $55.00, no additional charges for additional services.

Analyze Plan Design Options Health Savings Account withHigh Deductible Health Plan
Plan Design Options • Changing the way the City does business. • Higher Co-Pays on current plans increases cost-sharing with employees. • High Deductible plans create more informed and cost-conscious users. • Encourages Use of Clinic which lowers overall plan costs. • Over time, informed users make better medical choices, thus controlling costs for both the City and the employee.
Health Savings Account/High Deductible Plan • Adding a Health Savings Account (HSA) with High Deductible Healthcare Plan (HDHP) Option. • City Short-Term Cost Savings • Elimination of City’s Contribution to the Current Flex-Card and Health Reimbursement Account Program ($540,000 approximate annual cost). • City Long-Term Cost Savings by encouraging use of HSA/HDHP plan option. • Contribute $1,500 to HSA Account (Actuaries estimate first year enrollment to be thirty (30) employees, at a projected cost of $45,000 to City.) • Promotes long-term savings for when care is actually needed. • Account rolls over from year-to-year • Employee “owns” the account • Triple Tax-free employee contributions • Interest-bearing account
