GSC9/GRSC-025a ITS Emergency Communications:Automatic Crash Notification Discussion Items Related toResolution GSC-8/1: Emergency Communication GSC-9, Seoul 1
Automatic Crash Notification (ACN) • An Automatic Crash Notification (ACN) is a • Data message • Generated automatically by in-vehicle equipment when a crash is sensed • ACN is different from E-call • E-call is a voice call initiated by a person • E-call should work the same regardless of call origin • Personal cell phone (in or out of vehicle) • Embedded phone in the vehicle • No reason for vehicle manufacturers, vehicle systems, or telematics providers to be in this delivery chain TIA – Shields – ITS GSC-9, Seoul
emergency services ACN Handling Automatic wireless data message PSAP Voice calls ACN service center TIA – Shields – ITS GSC-9, Seoul
Implications of ACN • Vehicle manufacturers have to arrange for an ACN service center to • Receive / interpret messages • Call the appropriate Public Safety Answering Point (PSAP) • Vehicle manufacturer and its agents are like 3rd party crash observers who call 9-1-1, 1-1-2, etc. • Once switched on, ACN can’t be switched off for nonpayment of subscription fees TIA – Shields – ITS GSC-9, Seoul
Communications Implications • To keep wireless costs low • Do not require vehicle data communications devices to register until they have a message to send • Allow ACN data messages to be sent without registering • In areas of poor coverage • Allow ACN data messages to be sent at very high power on multiple frequencies • These items have been proposed to ETSI TIA – Shields – ITS GSC-9, Seoul
