10 Percent Plan “with malice toward none; with charity for all…” "I swear I’ll never be disloyal to the Union.” 1) Most former Confederates would be pardoned for seceding and supporting the Southern war effort IF they took an oath of loyalty to the USA. 2) 10% of state’s voters had to promise to support and uphold the US Constitution and Congress’s laws 3) When 10% of a state’s voters promised loyalty they could elect new state leaders and start a new state government 4) States were required to ratify the 13th Amendment
Under Lincoln’s 10 Percent Plan, four southern states moved toward readmission to the Union. They were Arkansas, Louisiana, Tennessee, and Virginia Under Lincoln’s Plan four states moved toward readmission.
