ISSUES • Delay in the release of funds • Funds released on reimbursement basis. • Declining Coverage of upper primary children; 93% (1st Qr), 92% (2nd Qr ) and 90% (3rd Qr.) against enrolment. • Mismatch in the utilisation of food grains (81%) and cooking cost (96%). • Only one meeting of State Level Co-ordination Committee held. Best Practices • State has covered 184 working days against PAB approval of 168 days both for primary and upper primary. • Higher State share for cooking cost (Rs.0.65 against minimum share of Rs.0.33) per child in primary classes. • Procurement of cooking ingredients by SMCs. • Fresh and locally available organic vegetables (potatoes, black dal, cabbage, green saag, cauliflower, Broccoli, reddish, carrot, beans, peas) served under Mid-Day Meal Scheme. • Government aided (81 Monastic Schools and 12 Sanskrit Pathshalas) provided funds for utensils and kitchen-cum-stores. • Children of every community caste, creed, gender mix up, sit together and take MDM, without any distinction of class/ creed.
