DCA Grant & Loan Management Process • DESIGN • PROGRAM • to include: • Public Input; • Best Practices; • Lessons Learned; and, • Evaluation Criteria 1 PUBLISH CRITERIA & SOLICITAPPLICATIONS 2 APPLY CRITERIA TO APPLICATIONS by knowledgeable teams based upon published criteria 3 6 DISBURSE FUNDS Based upon progress & compliance • FINALIZE • FUNDING DECISIONS • as recommended by management and approved by the Commissioner • Publish Funding Decisions 4 8 • EVALUATE PROGRAM EFFECTIVENESS • to develop: • best practices; • lessons learned; and, • report results. • MONITOR COMPLIANCE, PROGRESS, ACCOMPLISH-MENTS • to include: • Site Visits; • Program Reviews; • Other 6 • AWARD GRANT OR LOAN CONTRACTS • Specify: • Deliverables; • Allowable costs; • Other 5 ASSESS COMPLIANCE prior to contract close-out 7 **Significant deviation from this process may violate a number of state and federal laws potentially resulting in prosecution.
