Development and introduction of facilitation measures 14 CDM Projects are registered in the UNFCCC Executive Board from Uzbekistan (reduction of emissions at 6 mln. 505 thousand tons of CO2 equivalent per annum) of them: 7Projects – in oil-and-gas sector; 6Projects – in chemical industry; 1Project – in utilities sector. • “Reduction of gas leakages in low- and medium-pressure gas distribution networks in Khoresm province and the Republic of Karakalpakstan” Project, registered in the UNFCCC EB 22 May 2012
National Actions Manufacture Modernization and Technical/Technological Retooling Program for 2009-2014 (Government Regulation #1072 dated 12.03.2009) • Construction of combined cycle gas turbine unit in Navoiy and Talimardzan CHPs; • Introduction of gas turbine units in Tashkent CHP; • Modernization of “Cascade UrtaChirchik HES” Enterprise; • Completion of a complex of works on energy saving in nitric acid production in “FerghanaAzot” JSC (reduction of heat energy losses at 415,8 thousand Gcal); • Electrification of the railroad section: Marakand – Karshi – Tashguzar – Baisun – Kumkurgan (389 km);
Uzbekistan Action Program on Environment Protection (2008-2012) • Disposal of associated gases popped in plumes of “Kokdumalak” (2010- 6,0 billion m3, 2011 - 4,763 billion m3. ) • Electrification of the railroads on “Tukumachi-Angren” section (114 km); (Diesel fuel economy - 3349,5 tons per year) • Transfer of motor transport to gas fuel (60 thousand units per year, over 30 thousand tons per year reduction of emissions) Reduction of N2O emissions: “Maksam-Chirchik” JSC - 1250,9 thousand tons; “FerghanaAzot” JSC - 894,94 thousand tons; “NavoyiAzot” JSC - 2422,1 thousand tons. (The activity on N2O emissions reduction is in process, monitoring for N2O emissions reduction confirmation is conducted)
Action Program Draft on Environment Protection (2013-2017 ) • Introduction of new and low-waste technologies in “Almalyk Mining and Smelting Works” JSC (construction of new melting furnace and construction of new sulfuric plant); • Modernization of 2 energy blocks in “Syrdarya CHP” JSC; • Modernization in “Navoyi CHP” JSC via construction of the second combined cycle gas turbine unit; • Full modernization of electric filters in “Novo-Angren CHP” JSC; • Reconstruction in “Uzmetkombinat” JSC via introducing clean technologies; • Electrification of the railroads on Karshi – Termez sections; • Organization of transfer of 74 thousand units of motor transport to gas fuel (compressed natural gas, liquefied petroleum gas)
Uzbekistan – Global partnership on natural gases flaring reduction • Uzbekistan entered global partnership in June 2008; • Volumes of associated petroleum gas (APG) flaring in Uzbekistan is over 4 billion m3; • Main group of reservoirs where APG is flared is located in Bukhara-Hivin petroleum bearing block;
APG disposal within CDM As per APG disposal plan: • APG disposal in “ShurtanNeftegaz” (group of reservoirs); • APG disposal in “MubarekNeftegaz” (group of reservoirs); (4 Projects in total, CER volume - 290,9 thousand tons of СО2 equivalent per annum).
“Integrated Approach for the Development of Climate-Friendly Economies in Central Asia” Project Goal of the Project is: • Support to CA countries in development of NAMA; • For Uzbekistan – development of NAMA on improvement of energy efficiency in buildings; • Development of specific measures (energy efficiency, use of RE) • Trainings on assistance of transfer via knowledge and technologies; • Development of methodic materials Project duration: 2012-2013.
“Supporting in Transition to Low-Carbon Development Path” Project Goal of the Project is: • Development of low-carbon development strategy; • To enhance the national capacity for effective transition to a low-emission development path; • To attract funds; • To integrate climate change mitigation activities (promotion of renewable energy development) Project implementation period: 2011-2015 Inter-Agency Working Group consisting of representatives of 15 interested Ministries and Agencies of Uzbekistan is functioning
Focuses of activities related to reduction of GHG emissions in Uzbekistan
Priorities in developing NAPA • Introduction of effective land use system taking into account soil and climatic conditions of each territory (enhancement of cultivation agrotechnology, improvement of reclamative condition of lands, diversification of cultures, introduction/transfer of effective technologies); • Reforestation (creation and expansion of forest protective belts around fields. Conduction of bank protection and forest improvement to prevent wind and water erosion of lands); • Ensuring safeguarding of plant and animal life genetic conservation.Formation and development of systems of natural areas of protection; • Creation of early extremely dangerous hydro meteorological phenomena warning system (especially droughts and further expansion of programs on monitoring and information systems)
