  5. Weyburn Unit Fast Facts • The Weyburn Unit was established by “Order in Council’ in 1963 (1165/63) • In excess of 600 SWB within the unit boundary • 66 Working Interest Owners • Incl. some individuals having a WI • Unit expanded in 1965, 1967 & 1971

From Old to New • The Weyburn Unit CO2 Project was approved by Mail Ballot 97 - 03 • Est. capital cost $1.2B • 38 WIO ( individuals to integrated E&P) • Equitable treatment of partners • Anticipated negative cash flow early in the project • Cash calls were done on a quarterly basis • Delays in CO2 supply & an unexpected increase in oil prices prevented negative cash flow

From Old to New • As with most JV agreements the formal process of communication is via. • The Partner Meeting • The Technical Committee Meeting • Mail Ballots • In 2003 EnCana held a technical meeting that included budget information, issued 77 mail ballots, and produced an annual report for the Unit

From Old to New • The formal communication process was followed as outline in the OC, was well documented and extensive in its volume • Despite meeting our contractual obligations as Operator, we recognized that traditional communication process outlined in the OC was not going to be effective • Why should we change when it’s not required?

From Old to New • West Texas miscible floods use natural CO2 • Weyburn was the first miscible flood to use industrial waste CO2 • Weyburn CO2 is an industrial byproduct of coal gasification • The gasification process allowed the naturally occurring mercaptans to attach to the CO2 • The capital required to remove the mercaptan was prohibitive and likely ineffective in the field

From Old to New • How did we improve the communication • One mail ballot that covered all major capital projects • Current years projects • This years capital spending for long term projects • Approval is a three step process • Issue the Capital Budget Mail Ballot • Meet with the partners and review the document as well as project results to date • Only after completing the above does the mail ballot time period begin

From Old to New • How did we improve the communication • Moved the MB documentation from hard to soft copies to simplify distribution within our Partners companies • Amended the OC to allow partners to vote on line if they choose • Changed our reporting to a written monthly update as well as weekly production updates via email
