New Tax Legislation • America’s Business Choice Act (S. 2345) • Alternative Energy Extender Act (S.2401) • Tax Technical Corrections Act of 2006 (S 4026 and HR 6264)
Tax Technical Corrections Act of 2006 • S. 4026 and HR 6264 introduced by Sens. Charles Grassley (R-IA) and Max Baucus (D-MT) and Chairman Bill Thomas (R-CA): • clarifies that businesses do not have to wait until the end of the year to claim their fuel tax refund, but may do so periodically during the year • Clarifies that a company may claim a $30,000 infrastructure tax credit for each location where it installs qualified alternative fueling equipment • Bills are expected to be addressed during the lame duck session of Congress

FY 07 APPROPRIATIONS:NGV RDD&D • Administration request, House recommendation and Senate Energy all zero dollars for NGVRDD&D • Congress will consider this bill during the upcoming lame duck session of Congress • Continue to work with House and Senate Appropriations Committee to include $12 million for NGV RDD&D • Possibly in Omnibus Appropriations Bill
FY 07 APPROPRIATIONS: Clean Cities • Congress Appropriated $8.0 million in FY 2006 • Administration requested $4.3 million for FY 2007 • Extensive NGV member lobbying to increase this amount: • House increased Administration request to $10 million but earmarked $8.0 million of it for E85 infrastructure (continued)
FY 07 APPROPRIATIONS: Clean Cities • Senate increased the Administration's requested amount to $6.393 million plus an additional $3.0 million for expansion of alternative fuel and vehicle technology • Congress will consider this bill during the upcoming lame duck session of Congress
FY 07 APPROPRIATIONS:Diesel Emission Reductions • Congress grouping funding for four EPA diesel emission reduction programs in 2005 Energy Bill into one -- the Diesel Emission Reduction Program: • Clean School Bus Program • Diesel Emission Reduction Program • Diesel Truck Retrofit and Fleet Modernization • Idle Reduction • Possibility of NGV funding under each one
FY 07 APPROPRIATIONS:Diesel Emission Reductions • Four programs authorized at $335 million for FY07 • FY07 funding: • Administration request: $49.5 million • House approved: $28.0 million • Senate approved $20.0 million (continued)
FY 07 APPROPRIATIONS:Diesel Emission Reductions • Congress will consider this bill during the lame duck session of Congress • EPA will issue guidance after the FY07 appropriations process completed • Unknown how the funds will be distributed amongst the different programs • EPA Regional offices will issue their own Requests for Applications (RFAs)
