1 – PHIN Steering Committee organization • SC decided to have regular meeting three times a year to revise the work package activities, possibly co-located with the collaboration meetings in order to optimise the time and the cost of the meeting itself. • SC proposed to hold the second PHIN SC meeting during the ELAN and PHIN collaboration meetings in Frascati. The meeting date could be May 5th or 6th. • The third PHIN SC meeting was proposed for October, during the CTF3 Collaboration Meeting.
2 - PHIN WEB area configuration: • Relevant Links / Papers collection • Databases set up • SC agrees to create the PHIN WEB page in the INFN WEB area and to put links to PHIN WEB on the main pages of the participating laboratories. • SC committee will encourage all the participants to communicate the most relevant links for the JRA. • The JRA participants should collect the most interesting papers in the photoinjector field and put the references on the PHIN WEB site. • SC agrees not to restrict access for readers of the PHIN WEB page, assuming no objections from CARE management or Institute Directors. • SC hopes to create a database in which the news on photocathode materials, the best lasers for the photoinjector options and the most promising design for the gun structure will be collected. • To begin with the collected documents will be published on the WEB page through INFN; we can decide to give write access to the page to selected participants. • The WEB page will include a Job Opportunities area.
3 - Job Opportunities (notice in PHIN and ESGARD pages) SC discussed the procedures of the different laboratories for additional staff recruitment. The institutes are free to use their own contracts and procedures, taking into account that it is necessary to give notice of the open positions in the CARE and in PHIN web pages. The participating institutes should start these procedures as soon as possible, following the Rossendorf example, while awaiting the EU funds.
4 - PHIN collaboration meeting SC proposed to hold the collaboration meeting in Frascati during (and in parallel with) the ELAN network activities collaboration meeting. The ELAN meeting will start with plenary sessions on May 4th. May 5th will be dedicated to parallel sessions and PHIN SC proposes to schedule the PHIN collaboration meeting alongside these.
5- PHIN review Committee SC agrees to form an international review committee composed of three specialist researchers in photocathodes, lasers and RF guns respectively. Names were proposed and SC members will contact them. WP2-CP: Paolo Michelato WP3-LAS: Wolfgang Sandner WP4-GUN: ??? The idea is to invite the review committee to the collaboration meeting in order to involve them from the beginning of the programme.
6 - Work packages organization SC discussed the entire PHIN JRA proposal in order to organize the WPs and, in particular, those aspects related to the collaborations between participating institutes, the schedule for the first reports and the financial plan for the first 18 months. Each WP coordinator will manage the commencement and continuation of the work to achieve the goals of the different tasks and to collect any missing information. SC is convinced that the plans and initial phases of our activities are in good shape and that the resources are adequate for the short and medium term plans.

7 - Discussion on first milestones SC discussed all the milestones and deliverables presented in the proposal. SC decided that the following Reports should be delivered during 2004: 1- Existing photocathode material comparison (June) 2- Cathode preparation chamber design (July) 3- High power laser oscillator (June) 4- High power laser amplifier (September) 5- Pulse shaper studies (June) 6- Harmonic crystal studies (June) 7- SC RF gun studies(June) 8- 3 GHz RF gun design(June) 9- Low energy spectrometer design (May) JRA coordinator will ask to CARE SC for the report form (UE template?). SC is convinced that the milestones and deliverable are achievable, but strong effort from all the participating institutes is necessary.
