Runway Safety Initiative:Overview • Flight Safety Foundation initiated the Runway Safety Initiative (RSI) to address the challenge of runway safety. • Focus on: • Runway Incursions • Runway Excursions • Runway Confusion • Participants include: EASA, CANSO, IFALPA, FAA, Boeing, Airbus, Embraer, ACI, IATA, ERA, Eurocontrol, AAPA, and ICAO
Runway Safety Initiative:Initial Work Programme • Initial work conducted: • Categorisation of issues • Categorisation of resources available • Gap analysis • Runway Excursion Brainstorm Categories • Airport Issues • New Technology • Human Factors • Procedures • Training • Information
Gaps Identified: • Runway Excursions • Runway Confusion Runway Safety Initiative:Initial Work Programme • Runway Excursion Brainstorm Categories • ATC • Statistics • Policies • Aircraft • Airport • Information • Runway Confusion Brainstorm Categories • Human Issues • Data and Information • Airport Issues
Runway Safety InitiativeInitial projects identified • Identification of 6 Key Projects: • Stabilized Approaches • IFALPA, IATA, FSF • Signage and Markings – Stop Bars • ACI • New Airport Layout • ACI • Contaminated Runway Operations • IFALPA • Runway Entry Clearances • Eurocontrol • ATC/Ground Operations/Flight Crew Resource Management • CANSO
RSI Next Steps • Development of framework for the “Action Plan on the Prevention of Runway Excursions”. Three main sections Identified: • Incorrect Landing – ATC (Eurocontrol) • Uncontrollable Aircraft (includes landing and RTO) – Manufacturers (Airbus) • Post Accident Survivability/Recovery – Airports (ACI) • Table of contents / stakeholders: • ATC Best Practices • Airport Best Practices • Flight Crew Best Practices • Information Management • Other Key Sections: • (Un)Stabilized Approaches • Aerodrome Characteristics / Information • Aircraft Characteristics/Behavior • Pilot Technique • Considerations: • Develop or find an ICAO definition of Runway Excursion • Develop a list of incident reports or even a way to collect incident reports • Regulator support needed Next RSI meeting: January 2008, Miami
