OSP’s Role • Acts as the central business contact for external sponsors and the officialrecipient of federal funding on behalf of the Trustees of Dartmouth College and the Principal Investigator. • Assists the research community to facilitate the application and submission of proposals to external sponsors (Pre-Award Grants Officers), as well as the receipt, and management of awards (Post-Award Sponsored Research Managers).
Funding Search • The Office of Sponsored Projects Website • Funding Opportunities - http://www.dartmouth.edu/~osp/funding/ • Pivot • Grants.gov (Federal opportunities) • Online search engines (Google, etc…) • Sponsors’ list serves and websites • Internal funding sources • The Office of Foundation Relations
Proposal Development • Research Grant Managers (RGMs) or Department Administrators • Budget development • Sponsor guidelines and compliance requirements • Forms preparation (Rapport, paper, read sponsor’s requirements) • Routing for institutional approvals (electronic or paper)
Routing / Approval Appropriate departmental approval is required for all personnel listed on a proposal: • Arts & Sciences • Department Chair • Associate Dean of the Division • Geisel School of Medicine • Department Chair • Thayer School of Engineering • Senior Executive Officer
Internal Proposal Submission Deadlines • 7 Business Days prior to sponsor deadline: proposal review materials due to OSP’s Grants Officer for review by 9 a.m. • 2 Business Days prior to sponsor deadline: final proposal package due to OSP’s Grants Officer for submission by 9 a.m.
PI Compliance Requirements • Conflict of Interest Disclosure — online(annual disclosure for PHS applications and project specific disclosure for every proposal) • Invention Agreement(complete only once) • Human Subjects Protocol (IRB)(when applicable) • Animal Use Protocol (IACUC)(if applicable) • Select agents
OSP Proposal Review • OSP Grants Officer • Provides proposal guidance to department • Reviews proposal terms and conditions • Completes final compliance review • Suggests changes to Principal Investigator
Proposal Submission OSP Grants Officer is Authorized Organizational Representative (AOR) • Signs proposal as Authorized CollegeRepresentative • Submits electronic applications(RAPPORT, Grants.gov, FastLane, ASSIST, etc…)
Negotiation & Notice of Award • Final negotiation of award terms and conditions • PI and key personnel compliance requirements completed, if applicable: 1. Conflict of interest training through CITI mini-course (for PHS and a few other select sponsors’ awards) 2. Approved Human subjects protocol 3. Approved Animal use protocol • Institutional recording and account set up
Research Grant Manager (RGM)or Department Administrator Post-award Responsibilities • Departmental management of awards • Monthly reconciliation of award expenditures • Budget projection • Subaward monitoring (when applicable) • Program Income reporting (very rare)
OSP Sponsored Research Managers Post – Award Responsibilities • Liaison to sponsors • Work with and rely on RGMs and Department Administrators • Oversee and monitor award budgets (direct and indirect costs) with OGA accounting system • Interpretation of rules and regulations for compliance • Financial reporting and close out
Principal InvestigatorResponsibilities • Selects sponsor and reviews announcement (FOA) guidelines • Develops research plan and proposal while following OSP deadline policy • Collaborates with Departmental Grant Manager or Administrator • Obtains appropriate institutional approvals • Manages compliance with sponsor’s award terms and conditions including subrecipient monitoring • Submits timely annual and final technical reports • Ultimate responsibility for appropriate use of all sponsored funds
