INTRODUCTION • Since it is the first meeting between the Top Management and the Portfolio Committee some background on the function of the different branches is necessary. • The constitution defines the National Department of Public Works function as providing for accommodation needs of other National departments only. Therefore the NDPW is responsible for National Government Office Accommodation, Correctional Services facilities, Military facilities, justice facilities and Police facilities. • Provincial Public Works is autonomous and is responsible for Provincial Public Works functions such as schools, clinics, hospitals etc

REGIONAL OPERATIONS Provision of Land & Accommodation • To ensure that national departments have suitable accommodation to enhance their respective service delivery mandates through regionalised service delivery mechanisms supported and coordinated by Head Office

EPWP • Nation-wide programme • Objective to utilise public sector budgets to alleviate unemployment through the four sectors: Infrastructure, social, environmental and economic • Overall programme is coordinated by Public Works • Total of R20 billion allocated for projects over the first 5 years of the programme • Target to provide 1 million employment opportunities • Training linked to exit strategies
EPWP CONT.. Progress to date • Cabinet memorandum approved in November 2003 • Conditionalities requiring the use of labour intensive construction methods have been placed on the Municipal and provincial infrastructure grants • Infrastructure, Environmental and Social Sector plans have been finalised • EPWP DG steering committee has been established • EPWP unit will be established in DPW by 1 July 2004 • Arrangements to train all workers employed in the EPWP have been put in place together with the Department of Labour
EPWP CONT.. • Training programmes to build capacity in the infrastructure sector have been put in place together with CETA • Guidelines for the implementation of labour intensive infrastructure projects under the EPWP have been finalised and distributed to all municipalities, provincial and National Departments • Contractor learner ship programme has commenced and 750 contractors and site supervisors will be trained over the next two years in labour intensive construction • HSRC has designed monitoring and Evaluation Framework for EPWP and this is currently being put in place. • Facilitation fund to support the EPWP
ASSET MANANAGEMENT The asset management branch consists of the following functions: 1. Key Account Management Purpose: • To manage specific clients portfolio with the emphasis on understanding the clients’ needs and the nature of service expected to be provided. • Ensure that not only is the correct quantity of accommodation is supplied when required, but also that the operational management of the clients’ property portfolio is effectively and efficiently utilised
ASSET MANAGEMENT CONT... 2.Portfolio Performance and Monitoring Purpose • To serve the interests of the State in the management of State property portfolio by ensuring that the property portfolio within DPW meets the delivery of Government Services. 3. Portfolio Analysis Purpose: • Provide a base for investment and disinvestments decisions • To provide relevant property research and data as well as providing competent, comprehensive and cost effective valuation services
ASSET MANAGEMENT CONT.. 4. APOPS • Brainchild of the Department • PPP initiative to acquire fixed assets on behalf of Client Departments cost effectively at a lesser cost to the taxpayers. 5. Professional Services • To render professional services to the Regional Offices on built environment functions
