Local Competition Deadlines • 24 CFR 578.9 requires CoCs to design, operate, and follow a collaborative process for the development of an application in response to a HUD-issued NOFA.
Local Competition Deadlines • Project applications to the CoC no later than 30 days before the application deadline • CoC to notify all applicants no later than 15 days before the deadline of their inclusion or exclusion
CoC Transparency • CoC must make its CoC Consolidated Application available to its community for inspection and to notify of its availability

Tiers • Tiers are financial threshold • Tier 1 is equal to the CoC’s FY13 Annual Renewal Demand (ARD), less 5% • Tier 2 is the amount remaining in FY 2013 ARD plus the approved amounts for CoC planning and UFA costs

Reallocation • New reallocation project application including leasing may only request 3-year grant term • New reallocation projects may request 1,2,3,4,or 5 year grant terms for operating costs, supportive services only, HMIS and project administration.
Reallocation • Any new reallocation project requesting construction, acquisition or rehabilitation must request a minimum of a 3-year term and may request up to a 5-year term • * Term will be 3 years plus the time necessary to acquire the property, complete construction and begin operating the project

New Project Quality Threshold • Satisfactory capacity, drawdowns, and performance for existing grants • For expansion projects, applicants must clearly articulate the part of the project that is being expanded. • Meet all timeliness standards
Project Renewal Threshold • Minimum project eligibility, capacity, timeliness, and performance standards • LOCCS information reviewed • Annual Performance Reports (APRs) reviewed • Monitoring & audit reports monitored
Project Renewal Threshold • Meets plans & goals of application • Timeliness standards for grants • Assist to achieve & maintain independent living and record of success • Unwillingness to accept technical assistance, history of inadequate financial accounting practices, project mismanagement, or has a lost project site
Renewal Projects • Renewal Projects, CoC planning costs or UFA costs are limited to 1-year grant terms and 1-year of funding
Renewal Projects • HUD encourages renewal grant consolidation when the grants are with the same recipient, have the same component, and expire in the same year.
Match • 25% match except for leasing funds • For CoC areas in which there is more than one grant agreement, the 25% match must be provided on a grant-by-grant basis.
Commitment Letters • Only projects approved in the FY 13 registration process may change from leasing to rental assistance with a commitment letter from an entity eligible to administer rental assistance
Rental Assistance Less Than Fair Market Rate • Eligible RA renewal projects may now be request a per-unit amount less than the Fair Market Rate (FMR • Cannot request more than 100% of the published FMR.
Prioritizing Chronically Homeless • CoCs will be evaluated on the extent to which they are prioritizing the chronically homeless in all CoC program-funded permanent supportive housing – not just those dedicated to chronically homeless
