Parents Carers Participation • Working together effectively benefits both parents and professionals • Sharing knowledge helps reform services better • To achieve this we need • Good information • Honest consultation • Effective participation
Consultation • All parents have opinions about the services their children receive. • Consultation is an important and relatively simple way of catching a wide range of views.
Agenda Setting • Parent Carers • Professionals • Service providers • Charities • Carer support groups Our agenda will be set by you!
How can you help? • Via Email / Telephone • Meetings – informal / formal • Questionnaires / surveys • You can be involved as much or little as you wish to at your own pace.
Co-Production • An outcome based learning process that develops over time. • Involves differentiation, requires frank and open communication. • Is based on equal relationships and shared goals. • Sees parents as strategic partners. • Helps local authorities overcome complex challenges.
SEND Reforms • Enforceable provision to 25 (if in education). • Tell it once approach. • Person centred planning & outcomes focussed • Evidence based planning • Key working & co-production
When - & Who Will Be Affected? • 19,000 children and young people in Oxfordshire that have SEN. • Children and young people who have a learning difficulty or disability with SEN. • New reforms expected in September 2014.
How Will This Be Achieved? • 4 key areas dictated by the reforms. • PCVO have members participating on these groups. • These task groups are :- • Local offer • Single assessment and EHCP • Personal Budgets • Joint Commissioning.
The Local Offer • Family Information Directory is being updated offering clear and transparent detailed services. • A new moderation handbook is being developed to aid: • Good practice. • Help early identification and intervention. • Good guidance for schools
Education, Health and Care Plan • A single assessment process. • ‘Key working’ &‘person centred’ • ‘Stream-lining’ • Outcomes led • PCVO aiding implementation of the new EHCP
Personal Budgets • Funding will be divided into 3 parts • Element 1. Universal and Main-stream • Element 2. Targeted services and support • Element 3. Choice and control/Self-directed support & ‘Top-up’, funding kept by the LA • PCVO aiding implementation • Managed by ‘In Control’
Joint Commissioning • Already existing integrated contract with Oxfordshire CCG’s and Therapy services • Exploring further contracts with academies under Education, Health and Care.
