Maybell Orchard Affordable Senior Housing Project
Project Description • 60 units of Senior Affordable Housing • 15 single-family homes around perimeter • Access from Clemo and easement through Arastradero Park Apartments • Maximum height: 45 feet (+ 5’ elevator)
Public Benefits 60 units of affordable housing for seniors Complete sidewalk system on southern side of Maybell from ECR to Coulombe (school) Enhancements to Maybell Bicycle Blvd. and Safe Routes to School Reconfiguration of west side of Clemo for perpendicular parking Cap of $200,000 for above improvements
Funding Site Acquisition: $ 6.8 million Mostly City loan of $5.8 million Construction: $14.3 million Private, public, housing tax credits
Community Concerns • Inappropriate Siting for Senior Housing • Traffic and Pedestrian/Bicycle Safety on Maybell Avenue • Increased Density • Build Under Existing Zoning • Playing Field/Expansion of Juana Briones Park • Private Streets • Loans to PAHC: “Conflict of Interest”
Community Engagement • PAHC meetings with neighbors (2 meetings) pre- and post-application; little objection • Architectural Board hearing April 4, 2013 w/some strong opposition • Planning & Transportation Commission hearing and recommendation for approval on May 22, 2013 • FAQ prepared re: project; website and e-mail distribution
Community Engagement • City Council hearings June 10 and 16, 2013 • Negotiation between staff, mayor, neighbors • Final Council approval June 16 • Reduced single-family lots to 12 (from 15) • Required bike/ped improvements • Referendum petition circulated • Updated FAQ for public review • Referendum approved to overturn project in November 2013
