GAO Recommendation 1 Summary FGDC Chair directs the FGDC Steering Committee to: • Establish a time frame for completing the plan to facilitate the implementation of OMB’s portfolio management guidance • Develop and implement the plan within the established time frame • Plan includes goals and performance measures and FGDC reports annually to OMB on progress
Recommendation 1 Team Approach • Formally announce the beginning of OMB Circular A-16 Portfolio Management using memorandums/ directives • Follow a phased approach: • Phase I – Pre-Select: focus on a few themes – USGS and NOAA Elevation Theme is first • Phase II – Select: disseminate guidance and lessons learned from pilot and focus on other themes • Phase III – Evaluate: review progress • Phase IV – Control: modify approach based on evaluation • Status: Nearing completion of Phase I: USGS and NOAA presenting Elevation Theme on June 13, 2013
Recommendation 1 Action Plan • Action Item 1: Develop memorandum from FGDC Chairs to federal agencies (Dep. Sec. level): • Communicate roles and responsibilities and identify leads to SAOGIs • Require Theme Lead agencies to present Theme status and activities at FGDC Steering Committee meetings. The Theme Leads are scheduled to meet on Thursday, April 4 • At a minimum presentations should address: • Theme coverage of datasets, timeliness and quality • A mechanism for coordinating across agencies • An acquisition/budget plan • Theme data accessible via the Federal Geospatial Platform • Action Item 2: Validate Proposed National Geospatial Data Asset (NGDA) portfolio approach • Identify and select early adopters of portfolio management activities • Theme COIs validate dataset inventory for inclusion in NGDA portfolio • Describe the portfolio management of the chosen NGDA themes and datasets, identify pros and cons of the approach & develop lessons learned • Develop and distribute the OMB Circular A-16 Portfolio Management Implementation plan • Action Item 3: Disseminate information and coordinate efforts • Distribute lessons learned and checklists for Theme Leads on datasets • Project team answers questions of Theme Leads • Establish theme communities on the Platform • Develop and publish OMB Circular A-16 Portfolio Management Implementation Plan guidance • Develop a dashboard on the Federal Geospatial Platform to track implementation status
