Plan Overview • The PfMImplementation Plan outlines the approach for instituting the portfolio management process as outlined in OMB Circular A–16 Supplemental Guidance (2010). • Most of the plan will serve as the implementation plan for Goal 2 of the NSDI Strategic Plan. • The FGDC Steering Committee will oversee the implementation process and monitor progress. • Outcomes: • A robust and accessible set of core geospatial datasets, called National Geospatial Data Assets (NGDAs), which will improve mission support for Federal agencies, their partners and stakeholders. • Opportunities for collaborative investments through partnerships to leverage resources, avoid duplication and enhance return on investments
Plan Overview cont. • Actions derived from goals and objectives from key documents, developed with extensive input from representatives from Federal agencies and a wide array of geospatial stakeholders: • OMB Circular A–16, Supplemental Guidance, November 10, 2010 • NSDI Strategic Plan: 2014—2016, December 2013 • Outlines a 3-year phased approach • Includes actions that have/are occurring to establish a framework • e.g. identifying Theme leads, registering data services, andestablishing Theme communities on the Geospatial Platform • Includes actions for implementing and sustaining an annual process
Alignment with Other Policies • Agencies to ensure compliance with associated policies and reporting directives • Should be included in the Agencies’ business practices and execution For Example • Open Data Policy M-13-13 • Mosaic effect: combining multiple information sources may pose a risk of exposing PII or other potentially sensitive information • Ultimately it is the responsibility of each agency to perform the necessary analysis and comply with all applicable laws, regulations, and policies
Primary Comment Topics – to date • Common threads: • Timelines (resource availability/due dates) • Dataset and Theme Maturity Baseline Assessment (when available for review/completion) • Connections with Agency Budget Processes (ensure clear link with Portfolio Management process and individual agency budget processes) • Do not create unnecessary reporting mechanisms (leverage existing efforts) • Reviewers need to supply “content” for inputs, not just comments, to ensure issues are addressed and the plan aligns with their agency’s processes and needs

Ex Com Meeting, 1/28/14 • Suggested slight modifications to the organization of the document within the existing framework of the Plan; • Impacted the Steering Committee endorsement vote planned for the February 13th meeting - will review and discuss the updated version of the Plan • Suggested changes included: • Revising the wording for the two main sections of the document and clarifying some content • Condensing some areas; moving some of the actions; and reworking the Priority Setting/Budget Process section to better enable the portfolio management process • A few members of the ExCommet the following week to discuss additional geospatial investments more broadly and the connections with the Plan. • OMB suggested including language addressing related geospatial investments other than data
A-16 Theme Lead Collaboration Communities • Developing 16 community storefronts • Implementing login protected collaboration areas • Focused on theme/dataset coordination/development • Provide best practices, links to standards, blogs, document libraries, etc.
Next Steps • Version 4 distributed - 2/11/14 • To Steering Committee, Coordination Group, and Theme Leads • Reviewers to comment and supply content • Coordinate information on their previous comments/content with their other agency reviewers • A single response per Steering Committee agency requested • Steering Committee and Coordination Group to provide any additional comments and content for inclusion in Version 5 by 2/24/14 • Steering Committee electronic vote - 2/28/2014 (electronic) due 3/14/14 • Steering Committee approved Implementation Plan, GAO action due date – 3/31/2014
