Energy Charter Forum How to better protect energy networks from disruptions The role and importance of international cooperation Bratislava, Slovakia– 10nd of October 2014
Plan of the presentation • GO15 • Overview on major events and theirconsequences • Power network Resilience • International cooperationbeetwenPGOs • Conclusion www.go15.org
GO15 • Voluntary initiative of the world’s 16 largest Power Grid Operators (PGOs) • Representing together more than 70% of the world’s electricity demand • Providing electricity to 3.4 billion consumers on the 6 continents • Responsible for integration of • 2 518 GW of generation capacity into the grid, • Of which 21% is from renewable energy sources. www.go15.org

Cascading events and Blackouts • Simultaneous occurrence of multiple threats can destabilize power system • Power system operators trigger “DEFENCE PLAN” to return to stable state • Main measures to reduce and control the load • After stabilization (could be in blackout): activation of “RESTORATION PLAN” • Systematic approach for repowering lost load • In case of severe infrastructure damage: • Restoration can take days to weeks • Deployment of disaster recovery plan, coordination of operational teams, external contractors, consultation with public authorities, priority setting, communication. www.go15.org
Resilience Definition www.go15.org
France 1999 www.go15.org
ROBUSTNESS Mechanicalupgradingpolicy 15B€ 2001 2017 After 1999 storms, a new “technical” law (2001) : 3 “legal” wind pressures are used - Normal wind (in-land) :570 Pa on conductors (+20%) (before 480) - Strongwind (someregions) : 640 Pa • Verystrongwind (coastline/river-crossing) : 720 Pa • “Anti-cascading” towers must beerectedevery 5 km to avoidbigcascadingfailures to allow quick restorationthanks to temporarylines (5 km long) With the goals:Continuity of the supply Restoration of the supply Security of the Public: www.go15.org

How can GO15 contribute • A network of experts: • Sharing best practices on: • Prevention, increased grid resilience • Training and Crisis simulation exercises • Crisis management • Communication • Sharing lessons learned after incidents • Database with case studies on severe power system failures • Joint Crisis Simulation Exercises among neighboring Grid Operators • Emergency response: • Framework for mutual assistance • Crisis communication protocol www.go15.org
Collaboration Framework for Mutual Assistance www.go15.org
Conclusions • Resilience is on the agenda of GO15-members • Preventive measures are benchmarked, including costs assessments • Experience exchange is extremely important for low probability/high impact events. • Members agreed on a framework for mutual assistance. www.go15.org
