  2. 183A Status • Construction is 52% complete • Completion on schedule for March 2007 • Installed toll equipment test site • Located on Loop 1 in north Austin • Seeing approximately 48,000 vehicles per day • Reading approximately 3,600 tags per week • 54% HCTRA EZ TAG • 42% NTTA Tolltag • Finalizing TxTag interoperability agreement with TxDOT

  3. 183A Kid’s Day at the Construction Site • 2nd Kid’s Day event held on 183A worksite adjacent to Block House Creek neighborhood • March 25th • 200 families attended • Focus on construction safety • Equipmentdemonstrations • Mascot and giveaways

  4. 183A Bike and Pedestrian Pathway • Three phase asphalt surface Bike and Pedestrian Pathway • Phase 1 is a 2.4 mile stretch with an estimated construction cost of $2.2 million • The Mobility Authority is paying for planning and design • The Mobility Authority is partnering with the City of Cedar Park to submit a STEP grant application for Phase 1 • If approved the grant would cover 80% of the construction cost with the Mobility Authority covering 20%

  5. 290E Status • $15 million feasibility fund covering development expenses • TxDOT completing environmental assessment • Draft schematic completed • Mobility Authority funding T&R Study • Finishing surveys and completing data collection • Developing and refining traffic model • CDA procurement process underway • Short-listed three firms • Expect to solicit proposals this summer

  6. 290E Status • Proceeding with expedited ROW acquisition using “option” to purchase method • Expedite acquisition schedule • Lock in the price • Limit risk of additional improvements to property prior to acquisition • Protect an entire parcel from further development while determining what portion, if any, may ultimately be needed for project • Maximize use of limited funds to control more parcels early in the process • Provide an avenue for access and use prior to closing • Prevent lengthy and expensive condemnation proceedings

  7. 290E Status • Studying financing options • TxDOT share of project funding will not be available until 2009 • To expedite the project the Mobility Authority will be seeking interim financing that could include: • Grant anticipation revenue bonds • Short term financing from CDA proposers • Bridge loan • Alternative financing for right-of-way to be reimbursed by TxDOT • Ultimate financial package may include: • TxDOT toll equity grant • TIFIA loan • Toll revenue bonds • Subordinated debt from CDA proposers • Grant anticipation revenue bonds • Other innovative private capital options

  8. 290E Status • Context Sensitive Design process being used to gather community input and to identify key aesthetic elements that will help guide the final design of 290E

DBE and Small Business Opportunity Forum • Held April 11th • Attended by more than 50 representatives from small and disadvantaged business enterprises • Presentation topics included • 290E Project scope and timelines • Contractor requirements • TxDOT’s new DBE requirements • Certification process

Partnership Approach • Cooperative agreement with NET RMA • Supporting community organizations • CAMPO • Clean Air Force • Participating in regional Mobility Alternative Finance Study • Supporting TxTag implementation • Assisting local communities with economic development activities • TRB Sponsor
