TC247 WG1 Technical Committee 247:Fraud Countermeasures and Controls Working Group 1 • Document of interest: 16125 (N00055) • Conversion of the ANSI/NASPO SA-2008 standard into an international standard, is now at the working draft stage. • The Working Group last met 30-November • Current concern: • Requirements (shall) versus Guideline (should) • So far, a majority want a “Requirements” standard • Comments from Japan suggest “Guidelines” are preferred
TC247 WG1 • Consensus reached on: • Standard shall follow “Guide 83” • Proposed New Title:“Fraud countermeasures and controls – Security management system – Requirements with guidance for use” • Expanded from Japan’s formal comment • Guidance is desired • Could be Annex of 16125 or stand alone standard • WG1 asked to make recommendation to TC247 • A consecutive numbering scheme is desired • Such as 39000, 39001, …, 39004 • Need advice from ISO regarding ISO 12931 • The standard recently developed by ISO PC246

SIA Anticounterfeiting Task Force On November 29, the Senate voted to approve an anticounterfeiting amendment to the 2012 National Defense Authorization Act (NDAA) written by Senate Armed Services Committee Chairman Carl Levin (D-WI) and Ranking Member Senator John McCain (R-AZ). The amendment aims to change Department of Defense (DOD) procurement policy to help ensure that systems and programs at DOD use trusted sources for microelectronics products. Most notably, under this amendment contractors would no longer be able to charge the Pentagon to fix equipment found to contain counterfeit electronic parts. SIA and member companies participating in the Anti-counterfeiting Task Force (ACTF) spent two very active weeks meeting with Senate champions following the Senate Armed Services Committee hearing on this subject. We were successful in getting language included in the bill to address the redaction issue and restore the authority of customs inspectors to share photographs of suspect chips. SIA believes Customs and Border Protection was provided with the necessary authority to more effectively interdict counterfeit products at the border. SIA will remain engaged on this issue in the coming weeks as the Senate passed version of the NDAA is conferenced with the House version. Please note the date:

PC246 Completes Project PC246 Anti-counterfeiting tools • Chaired by AFNOR (France) • It is now complete • Should publish in January, 2012under the ISO designation of ISO12931. • With the work now complete, • ISO12931 moves under the umbrella of TC247 into an existing or new working group
Joint Working Group w/TC130 TC130/TC247 • This is the joint working group which is working to integrate ANSI-NASPO SA 2008 (ISO 16125) and INTERGRAF CEN workshop agreement (ISO 14298) into an aligned standard for security assurance for security printing. • Ideally when finished, a company/firm will be audited at one time to both standards and receive joint certification • In concept, 14298 contains industry specific requirements while 16125 contains requirements all industry segments have in common
