  2. Review of Implementation of MDMS in HIMACHAL PRADESH(Primary + Upper Primary)(1.4.2013 to 31.12.2013) Ministry of HRD, Govt. of India

ISSUES • Delay in the release of funds • Food grains not delivered at school level. • Decreasing enrolment since last three years. • Consistent decrease in the quarter wise coverage of children 98% (1st Qr.), 95% (2nd Qr.) and 91 %( 3rd Qr.). • Less coverage of 12 working days • Less Payment to FCI (66%). • Low Utilisation of MME funds (29%). • Central Assistance for construction of 461 kitchen-cum-stores lying blocked due to non-availability of land or schools in rented buildings. • Less meetings of State Level Steering-cum-Monitoring Committee (One). • No meeting of District Vigilance & Monitoring Committee • Mismatch in the data of AWP&B-2014-15 and MIS-MDM.

  4. Best Practices • E-transfer of funds. • Procurement of cooking ingredients decentralized at SMC level. • 10445 Cook-cum-Helpers trained. Next batch in July, 2014. • 80% Cook-cum-helpers are women; mostly mothers of the students. • LPG based cooking in 84% schools. • Health checkup/Screening of cook-cum-helper is made mandatory twice in a year. All children washing their Hands with soap before and after meal. • Toll Free No. 1800 180 8007 set up for Grievance Redressal. • Suggestion Box installed in schools. • Regular inspection of schools • Water Purifiers have also been installed in some schools.
