Our services focussing on project management, the increase in process efficiency, outsourcing activities and support in developing new individual solutions which are strongly aligned to the strategy. Fractal Company Increase in efficiency of enterprises due to the implementation of a fractal process-oriented organi-sation structure with high goal and competence focus. Basis of this organisation is the stringent unification of task, responsibility and competence within one hand. The high quality of the development of thus individual solutions is based on our outstanding know-how in administration and business processes. The added-value for the customer is in the focus of all our activities. eBusiness Business Applications aims to optimise the interfaces between enterprises and their customer. For that we provide all needed tools and services to create, design and implement the entire electronic interface. Basis is a shop solution for medium-sized enterprises. Additionally, we provide all needed services for eMarketing, eCRM and eSales processes. Groupware M-BIS eVolutionScanner is an instrument to increase the efficiency of projects including more than one production site. The web-based application is an intelligent toll supporting multi-step approach with freely scaleable questionnaires and high user friendliness. Individual Business Applications We work and implement customer-specific software and data base solutions. Special know-how is given in the development, implementation and maintenance of applications with J2EE und EJB-Structurs.

Why telework? A Strategic Decision The need to change in public administrations leads to telework, social aspects play a minor role Driving factors are: E-government back office integration Closer to citizen public services geographically time wise Need to run cost reduction programs - outsourcing of services - concentration of output in contrast to working times Reduction of public administration offices by number of locations - social component
Why telework? Status (prove of application - soft facts) Telework in public administrations is not on vogue in Germany! Interview on Monday at the federal booth for e-government initiatives • Based on the EU survey from October 2003 in the frame of the e-Europe program for the 18 European countries Germany is on rank 17 past Greece and before Luxemburg! • Does that say any think for telework? Yes it does (demand/ ability/ resistance against changes) • 2nd Indicator: M3 Consult • We are specialized in restructuring organizations, public administrations as well like “Municipalities, Hospitals, Associations” • We are the developer and distributor of collaborative commerce tools • We are involved together with the KID (the IT department of the city of Magdeburg) in some e-government projects • But I had to start calling and reading to find examples for real telework examples in public administrations
Why telework? Status - technical frame Telework is still a in reality a technical problem but this burden is diminishing (access rights and digital content) Dial in connections are used in research for decades Programmers are using ftp for years The City of Nürnberg developed a system based on open source products were the employees can work from any computer after having signed in with there programs and there personalized screen Intranets are changing to employee portals (web based) The same systems are internally and externally used – arbeitsmarkt.de (even if stopped for internal use) 84% of all employees in civil service have online skills (source online Atlas 2003)

Telework - Good practices Reorganizing the Federal Administration Organisations for RTD funding projects (Projektträger) Situation before 99: more than 30 Organisations did administer Public funded projects independently Need to reduce costs, bundle competencies and share experience Define an virtual organization (personally involved) Install an virtual working platform in 2002 barely employed but now functioning Since the organizations did learn to work virtually together telework become common for some larger organizations. Conclusions and Upcoming Activities • Telework in German Public institutions especially for Public administration became a „Cold topic“ during the last months. • Enabling technologies not new but a diffusing use may lead to a revival of the topic. The main handle is the massive transformation from Intranet to employee portal –solutions • The Ministry of foreign affairs started with this projects • eGovernment acceptance if lacking acceptance since the back-office integration is insufficient this leads to the need of newly organized working structures. • Telework may become a second start after the first technology driven attempt failed- this time we can expect an e-government demanded change in working processes. • Rational reasons for telework are easy to find but “there is no other that conservative environment than public administration in Germany”
