Background • The HSST presented its work schedule and intentions for NPAs to the OST at the 2007-02 meeting. • This included the response to OST Action 06-2 Item 21 which required the HSST to check alignment of JAR-OPS 3 with JAR-OPS 1 and develop proposals as necessary • The HSST had conducted a full alignment assessment and produced WP-06/14.4 – Harmonisation JAR-OPS 1/3. • This was further distilled into WP-07/02.1 detailing the HSST actions following the harmonisation work. • This paper also introduced an assessment of priority to these actions based on the perceived urgency or effects on safety
Background • The following suggestions were made during OST 07-2, and agreed to: • The two priority 1 tasks identified in the JAR-OPS 1/3 harmonisation proposal (ACAS and In-flight Fuel Management) to be progressed by the HSST and material to be transferred to EASA • The GPWS/TAWS/ACAS proposal related to JAR-OPS 1/3 harmonisation to be sent for inclusion in the EASA inventory • The JAR-OPS 1/3 harmonisation table created by HSST to be submitted for inclusion in the EASA inventory
Progress • JAR-OPS 1/3 Harmonisation Table forwarded to EASA • The HSST at 07-03 meeting decided that due to the ongoing work with IR-OPS, any additional work on producing ‘JAR-OPS 3’ text for GPWS/TAWS would be nugatory as it would be similar to the aeroplane text and harmonised within the new material • There was therefore no further action proposed • ACAS has been progressed under WP-07/04.3 and agreed at the HSST meeting in Oct 07. • EASA comment had indicated that the material will already have been covered by harmonisation within IR-OPS and that the paper is not essential. • The HSST decided to complete its development and forward a rulemaking proposal form if considered appropriate by the OST
Progress • In-flight Fuel Management. When the HSST completed the original harmonisation check it was considered that the text in JAR-OPS 3 was potentially unsafe and could be improved • Since that check, JAR-OPS 1 has been further amended and the work of the IR-OPS WG also had to be considered • The HSST Notes 2007-03 recorded the following decision: • Hold development of the WP pending outcome of the WG Ops.001 drafts
Proposal OST endorsement sought for: • Agreement for the suggested work on GPWS/TAWS to be suspended pending suitable harmonised text being developed within IR-OPS • Agreement for the text proposals for ACAS to be progressed and forwarded to EASA in due course • Agreement for the suggested work on In-Flight Fuel Management to be suspended pending suitable harmonised text being developed within IR-OPS
Continuing Work Plan • One subject still open and in JAA T Ops Regulatory Work Overview table – Recurrent Training & Checking • Ongoing subject regarding Subpart N whichalso had additional papers dealing with OPCs and FSTDs • Deficiencies of Subpart N evident • At HSST 07-4, decision taken to amalgamate this effort into a complete review of Subpart N covering at least: • Harmonisation with Annex 6 and JAR-FCL • Harmonisation with aeroplane requirements • Training proportional to the operation • Multiple types / operations concepts
Continuing Work Plan • Subpart N WG formed to report by end of Mar 08 • Next meeting of HSST planned for Feb 08 • No other work subjects planned • Future of group subject to EASA • OST endorsement sought for proposed plan as detailed above
