  1. IAEA Training in Emergency Preparedness and Response Standard Exercise Briefing Module WS-014 Work Session (Drill)

  2. Objectives • Describe the IAEA standard exercise manual • Make yourself familiar with the conduct of a pre-exercise briefing WS-014: Standard Exercise Briefing

  3. How • Please follow the briefing using the standard exercise manual • This briefing is the equivalent of the briefing for controllers and evaluators WS-014: Standard Exercise Briefing

  4. Background • Emergencies are rare but they happen • Radiological emergencies represent the greatest risk • Coordination between emergency services, radiation specialists and the medical community is most challenging WS-014: Standard Exercise Briefing

  5. General Purpose of Exercises • The purpose of an exercise is to improve the response capability by: • Identifying strengths and weaknesses • Revealing ways in which the response can be improved WS-014: Standard Exercise Briefing

  6. Nature of This Exercise • Three phases • Phase 1: on-scene response • Phase 2: hospital emergency response • Phase 3: long term medical issues WS-014: Standard Exercise Briefing

  7. Exercise Specifications • Objectives (see manual) • Participation (see manual) • Constraints (see manual) • Our exercise will be limited to phases 1 and 2, conducted in sequence WS-014: Standard Exercise Briefing

  8. Schedule • Today • Organization • Review of roles • Review of needs (logistics arrangements) • Assignment of tasks WS-014: Standard Exercise Briefing

  9. Schedule (Cont’d) • Tomorrow morning • Set up of scene • Set up of simulated casualties • Selection of players • Briefing of players WS-014: Standard Exercise Briefing

  10. Scenario • See Exercise Manual on Radiological Emergency Response Exercise WS-014: Standard Exercise Briefing

  11. Start State • See Exercise Manual on Radiological Emergency Response Exercise WS-014: Standard Exercise Briefing

  12. Scene Setup • See Exercise Manual on Radiological Emergency Response Exercise • For this exercise, we will use a simplified scene setup • Two vehicles • Boxes to simulate debris • No live source • Same number of casualties • Same contamination pattern WS-014: Standard Exercise Briefing

  13. Master Events List • See Exercise Manual on Radiological Emergency Response Exercise • Go through line by line • Briefly explain the phase 3 tabletop • But we will not conduct this part of the exercise WS-014: Standard Exercise Briefing

  14. Important Note for the Control of Scene Personnel • Tag all simulated victims and witnesses • Important for phase 2 • Tag responders as they arrive at the scene • R-1 to R-5 are exposed and contaminated for phase 2 • Rest are non-contaminated unless they stepped into the contaminated area • Not involved in phase 2 WS-014: Standard Exercise Briefing

  15. Data • Review exercise data from the manual • Note that radiation data needs to be customized based on the exact configuration of the simulated emergency scene WS-014: Standard Exercise Briefing

  16. Exercise Options • Focus on on-scene response (see manual) • Focus on short-term medical response (see manual) • Focus on long term medical issues (see manual) • Changes in the number of patients (see manual) WS-014: Standard Exercise Briefing

  17. Controllers andEvaluators Instructions • See Exercise Manual on Radiological Emergency Response Exercise WS-014: Standard Exercise Briefing

  18. Evaluation Objectives and Criteria • See Exercise Manual on Radiological Emergency Response Exercise WS-014: Standard Exercise Briefing

  19. Dry Run (Practice) • We will now go through the entire scenario line by line • The chief controller will ask the controllers what they do at every step of the exercise process, starting with the pre-exercise preparation WS-014: Standard Exercise Briefing

  20. Selection of controllers and players WS-014: Standard Exercise Briefing

  21. Chief controller: instructor Chief evaluator Site controller/evaluator Radiation 1 controller First response controller/evaluator Medical 1 controller D-1 D-2 C-1 W-1 W-2 Select Controllers(Reduced Number) Note: controllers will also be evaluators because of the reduced availability of personnel WS-014: Standard Exercise Briefing

  22. Review Controllers, review your roles and instructions • Site controller • Prepare material for the scene • Brief victims and prepare them • Radiation 1 controller • Customize radiation data at the scene • Distribute to other controllers WS-014: Standard Exercise Briefing

  23. Players • Police (3) • Ambulance (2) • Radiation specialist (1) • Hospital doctors (2) - phase 2 • Hospital nurses (2) - phase 2 Get organized and review your roles and procedures WS-014: Standard Exercise Briefing
