Why are SESIR and Discipline Data Important? Provides data: • For needs assessment for grant opportunities • For measuring progress of intervention • To measure results of interventions • Reporting to advisory councils
SESIR Key Features • Developed 1995 for lay school staff • Based on criminal code but not identical • 21 incidents through 2005-2006 • 22 incidents now • Each incident may have related elements: hate crime, gang, alcohol, drug, weapon, bullying, or injury-related *(new for 2008-09)
SESIR Incidents Report: • Incidents on school grounds, school transportation, or at off-campus school sponsored events • The most serious offense as the primary SESIR incident. If the incident includes other offenses, report them as “related elements”. • 365 days/24 hours • Known or Unknown Offenders
SESIR Reporting • SESIR incidents are per incident. Report only ONE incident even when there are multiple students involved in the same incident. • Discipline actions are per student.

Reporting Periods SESIR and Discipline data must be reported in Surveys 2, 3 and 5. • Survey 2: October, 2009 • Survey 3: February, 2010 • Survey 5: August, 2010

Data Element:Incident, Weapon-Related Code N did not change. Codes 1 and 2 were updated: Code 1: Yes, the Incident was Weapon- Related and one non-firearm weapon was possessed/used. Code 2: Yes, the Incident was Weapon- Related and two or more weapons were possessed/used and none were firearms.
Continue… Codes 3 and 4 were added: Code 3 Yes, the Incident was Weapon- Related and at least one was a firearm. Code 4 Yes, the Incident was Weapon- Related and two or more were firearms.
Data Element:Weapon-Description Code M was added to this data element. Code M Multiple Types of Firearms Notes: Code M – Multiple TYPES of Firearms must meet the definition of Firearm, Other (Code F), Handgun (Code H) or Rifle or Shotgun (Code R). Always code the weapon that actually was used to cause harm even if more weapons were involved.

Reporting Firearms Data School Year 2008-09 Sean Millard
Why do districts report firearms data? • Firearms data are required annually to the US Dept of Ed (USDE) Office of Safe and Drug-Free Schools:http://www.ed.gov/about/offices/list/osdfs/index.html • Firearms data are included in the annual USDE in Gun Free Schools Act (GFSA) Report. • Historical GFSA Reports: http://www.ed.gov/about/reports/annual/gfsa/index.html
USDE Office of Gun Free Schools, Guidance • “The GFSA states that each SEA receiving Federal funds under ESEA must have a state law requiring LEAs to expel from school for a period of not less than one year a student who is determined to have brought a weapon to school. Each State’s law must also allow the chief administering offer in the LEA to modify the expulsion requirement on a case-by-case basis.” (from USDE GFSA Report Guidance) • USDE guidance states that students who used/possessed a firearm and for whom no action (e.g., discipline, removal, etc.) was taken “should be extremely rare” and may prompt inquiry.
General Firearms Reporting Requirements • Students with Firearms data also includes Discipline data, i.e., the type and duration of discipline the student received for the firearms use/possession. • So students with a firearms use/possession on the School Environmental Safety Incident Report must have • a matching record on the Discipline/Referral Action table; and • a matching Student Demographic record.
How to Report Students Using/Possessing Firearms • STEP 1: Survey 5, Discipline/Referral Action table, • Student Weapon Use code = Y; and • Disciplinary Action Code C, I, O, H, E, F, P or U; and • Duration, Disciplinary Action (any, but typically ≥ 180 days). • STEP 2: Match to Survey 5 Student Environmental Safety Incident table using SID, District of Enrollment, School Number Current Enrollment, Incident ID & Incident Date. Keep student records with Weapon Description Code = F, H or R.
Reporting Students Using/Possessing Firearms, continued…. • STEP 3: Match to Survey 5 Student Demo record with Grade = PK-12 (to confirm that the person in question is a PK-12 student). • Students who do not satisfy the criteria specified in STEPS 1-3 are dropped and will not be reported to USDE.
Reporting Students Using/Possessing Firearms, continued…. • For students with disabilities, there must also be a Survey 5 Exceptional Student record, i.e., Primary Exceptionality L or Z. • For students who used/possessed a firearm and were removed for other reasons (e.g., death, court action, etc.) report the appropriate Survey 5, End of Year table, Withdrawal Code, e.g., W12, W13, etc.
