North Carolina State Improvement Project North Carolina Department of Public Instruction Exceptional Children Division Behavioral Support Section Asheville City Schools Implementing Positive Behavior Intervention and Support (PBIS)
Positive Behavior Intervention and Support (PBIS) • A proactive, research based-systems approach for establishing behavioral supports and a social culture needed in schools, for all students to achieve socially, emotionally, and academically. • Data-based decision-making that supports and guides student needs and staff practices and interventions. • PBIS Schools establish clear student expectations that are taught, modeled, and reinforced across all settings and by all staff.
Positive Behavior Intervention and Support (PBIS) • The application of data-based decision-making at many levels: • all settings throughout the school • in the classrooms • by teacher and • for individual students as necessary • A positive correlation…as students meet behavioral expectations there are increases with other performance indicators (i.e. EOG/EOC performance, reading, math, grades, attendance).
Positive Behavior Intervention and Support (PBIS) • Continuity with routines, staff practices, data, administrative responses, discipline procedures; along with the increased use of positives/rewards… All needed to support valued outcomes, research validated practices and data-based decision-making!
Positive Behavior Intervention and Support (PBIS) PBIS is not a curriculum Builds a Positive Learning Environment Uses research-based strategies for students Emphasizes the use of prevention by teaching and modeling the behavior you want to see. is data driven PBIS is for ALL students, it is not limited to any specific group of children.
Positive Behavior Intervention and Support (PBIS) PBIS provides a way to systemize and improve upon what schools are doing! PBIS ALIGNS WITH: IDEA & NCLB SUPPORTS: CLOSING THE GAP, STUDENTS ACCESSING THE CURRICULUM, SCHOOL IMPROVEMENT, CHARACTER EDUCATION, TEACHER TRAINING, PARENT INVOLVEMENT, SAFE SCHOOLS, HIGHER STANDARDS, BULLYING PREVENTION, DROP-OUT PREVENTION, CRISIS PREVENTION & RESPONSE
Positive Behavior Intervention and Support (PBIS) • Focuses on establishing school environments that support long term success of effective practices • 3-5 years for effective implementation – sustain effective PBS framework – never ending continuous improvement! • Expectations for student behavior are defined by a school PBS Team with input by all staff • Positive behaviors are publicly acknowledged • DATA GOAL: Positive interactions are 4 times more than negative interactions.
A FEW PBIS UPDATES IN 2009-10 • SWIS Data enters ACS in 2009-10! • SWIS training completed (learning utilization of SWIS with NC WISE and in 2009-10) • NEW Functional Behavioral Assessments , Behavior Intervention Plans, and Safety Plans – Training in 2010-11 • AMS begins to effectively implement PBIS in 2009-10! • NC DPI RECOGNIZES THE FOLLOWING SCHOOLS FOR IMPLEMENTING PBIS: • HALL FLETCHER VANCE CLAXTON • DICKSON JONES
School PBIS Matrixes: Guide Student Expectations, Staff Practices & Positive Reinforcements! The membership of an ACS PBIS Team may include: PBIS: For ALL staff, for ALL Students! Must ensure understanding and involvement with all staff and all students! All understanding the school’s PBIS framework, expectations, systems, practices, use of data, etc. is essential for effective implementation! • Administrator/Principal • General Education Teacher • EC Teacher • Counselor • Psychologist • Social Worker • Paraprofessionals • Parents • Community Agency Representative • Student (if appropriate) • PBIS Coordinator
Four Key Elements of PBIS: • Practices: Interventions and strategies that are evidence and research driven. ACS Schools have developed individual school expectations throughout the school settings. • Outcomes: Increase academic performance and decrease challenging behavior. Across the school district schools that are implementing PBIS are seeing a decrease in office referrals. • Systems: Supports that are needed to enable the accurate and durable implementation of the practices of PBIS. Schools are implementing PBIS by training staff members. Schools that have completed the 6 days of training include: ACS Preschool, Claxton, Jones, Vance, Hall Fletcher, Dickson, RLC, AMS. On November 2nd , 2009, the five elementary schools were recognized by North Carolina Department of Public Instruction Exceptional Children Division for consistently implementing the PBIS model. • Data:Used to identify any problem areas, start interventions and take data to check effectiveness of interventions. To support data based decision making and the effective implementation of PBIS, has begun using SWIS. The School-Wide Information System (SWIS) is a web-based information system designed to help school personnel to use office referral data to design school-wide and individual student interventions.
Data Goal – • Decrease office referrals, suspensions, expulsions, school removals for inappropriate behaviors • Increasepositive reinforcements for students meeting expected behaviors • 2006-2007: Total office referrals: 3984 • 2007-2008: Total office referrals: 4139 • 2008-2009: Total office referrals: 3007 • 2009-2010: Total office referrals: 2192 (August 2009- March 2010)
