  2. AWWA Role in the Response • Hurricane Help Center website • Placed hold on delivery of all AWWA pubs to impacted zip codes • Constant communication with members and sections in impacted area…when available • Currently facilitating the establishment of Intrastate Mutual Aid Networks

  3. Katrina • NRP implemented for the 1st time • Communication & Coordination problems • National Emergency Resource Registry (NERR) • Pilot program, holds promise for future • Barriers to willing assistance providers • Current mechanisms not designed for public works • No clear chain of command • Victims of triage due to NRP organizational structure

Homeland Security Presidential Directives • HSPD-5: Management of Domestic Incidents • National Incident Management System (NIMS) • National Response Plan (NRP) • HSPD-7: Critical Infrastructure Identification, Prioritization and Protection • National Infrastructure Protection Plan (NIPP) • Sector Specific Plans (SSP) • HSPD-8: National Preparedness • HSPD-9: Defense of Ag & Food • HSPD-10: Biodefense for the 21st Century

National Incident Management System • Standardizes Incident Command System (ICS) at a Federal level and encourages State/Local use • Unified approach to incident management • Standard command and management structures • Emphasis on preparedness, mutual aid and resource management • DHS funding to will require compliance with NIMS • NIMS training available @ www.fema.gov/nims

National Response Plan • All-discipline, All-Hazards plan to organize the Federal response to domestic incidents • NRP Finalized in December 2004 • 1st Field Trial - Hurricane Katrina • Water & Wastewater • ESF 3 – Public Works (USACE lead) • ESF 8 – Public Health (HHS lead) • ESF 10 – Oil/Hazardous Materials (EPA lead)

National Preparedness Goal • Purpose is to help entities at all levels of government develop and maintain the capabilities to prevent, respond to, and recover from major events or Incidents of National Significance • Key Priority: Expand regional collaboration through mutual aid agreements and assistance compacts

  9. Next Steps • Learn from success/challenges of existing programs and initiatives, i.e. FlaWARN • Identify key steps for organization, support, and management of a mutual aid network • Place greater emphasis on response, recovery and resiliency vs. guns, gates and guards
