OVERVIEWSME Forums • Engage profoundly with an important part of the sectors employers, namely companies that are employing between 1 and 50 people • Insufficient data on the structure and the skills requirement of this very part of the sector • In order to design a sound strategy for the engagement of skills development of the sector, a great deal of strategic research has to be conducted in order to put the skills development strategy on sound footing • Gathering and dissemination of comprehensive information on training providers, training provided, and the training needs of SMEs will constitute a critical component of the strategy
TERMS OF REFERENCEPurpose These Terms of Reference are intended to guide the SMEs’ participation in the MICT SETA Small and Micro Enterprises (SME) Forum. The MICT SETA management has ratified these Terms of Reference and any deviation from these terms of reference will need approval from the Chief Executive Officer.
TERMS OF REFERENCESpecific terms of reference • Consult and share skills development information with MICT stakeholders, with special emphasis on SME involvement • Inform the MICT SETA Sector Skills Plan document in relation to the scarce and critical skills in the sector • Encourage cooperation between levy-payers, non-levy payers and training providers in addressing the skills gaps within the MICT sector
TERMS OF REFERENCESpecific terms of reference • Guide Stakeholders in setting up appropriate systems and processes so as to use and adapt their specific needs to the broader MICT SETA requirements • Further enhance and determine skills development needs and priorities within the MICT sector • Maximize SME participation and increase contribution to the MICT SETA • Support SMEs in providing workplace experience to contribute to creation of employment opportunities • Advise on sectoral employment growth trends and pertinent development requirements in general.
TERMS OF REFERENCEParticipation • MICT SETA levy payers • MICT SETA non-levy payers • NGOsand CBOs • Government departments operating in the MICT Space
TERMS OF REFERENCEMeetings • SME Forums shall convene at least once quarterly, however, special SME Forums will be convened or as and when the need arises • SME Forums will be administered by the MICT SETA • The MICT SETA will chair the Forums • The venues for the Forums will be determined by the MICT SETA prior to each meeting • All travelling and accommodation will be at the expense of the SME Forum members
Target SME PARTICIPATION: SSP • Credible ATR/WSP/PTP information • Record scarce and critical skills • Institutional and sectoral research for a credible SSP • Participation in Focus Groups • Support through Monitoring and Evaluation
Target SME PARTICIPATION: LEARNING PROGRAMMES • FET Graduate Internship Programme • FET Work Experience Programme • Vendor specific programmes • Capacity Building (legislative requirements and MICTSETA processes)
