Background and Justification • 1.1 : The number of unemployed job-seekers in Latvia is 13.1 %. Unemployment rate among young people is higher than among more senior population; • 1.2 : LBAS has it’s own training centre witch organize trainings for trade unionists. At this moment there are no special training program for TU youth on International Labor Standards; • 1.3 : Young people in LBAS are not enough informed about their rights in work neither in national context nor internationally. Their participation in defence of their rights and TU activities is very law
Target Group This work-plan is meant for: • 8 LBAS Youth Committee members; • 17 young leaders from those Trade Union Federations, which are not presently represented in LBAS Youth Committee
Development Objectives This work-plan will contribute to: • increasing understanding of workers rights; • development of youth network in national level; • increasing youth active involvement in TU activities and cooperation with decision making bodies of LBAS
Immediate Objectives At the end of the work plan: • Participants of the training: • will have extensive knowledge and understanding of practise on International Labour Standards; • will have understanding about workers’ possibilities to defence their rights; • will have clear understanding about steps what should be done in case of violation of their rights; • will be able to organise and lead training courses for young workers in TU Federations; • Strong and active network will be created; • Youth activists will play important role in activities of LBAS
Indicators of Achievement • The national network of 26 young TU leaders who feel comfortable in dealing with International Labour Standards in practise; • Young leaders who are organising and leading training courses for young workers in TU Federations; • Decisions which are made by LBAS decision making bodies initiated by young workers

Activities • Select youth leaders for the training through TU Federations; • Send them questionnaire forms to define their present knowledge on ILS; • Collect and analyse answers; • Prepare training materials: • Translate ILO training materials on ILS; • Check recent information on ILS on ILO web page; • Collect national legal acts and practise; • Prepare training exercises; • Prepare course evaluation form; • Evaluate compilation of training materials (done by LBAS Training Centre specialists); • Lead 3 days training (work out individual plans); • Support participants’ individual training plans by created network; • Follow up meeting; • Organise regular LBAS Youth Committee meetings

Monitoring, Reporting and Evaluation • Outcome of the project can be evaluated taking into consideration number of further training courses on ILS which have been organised by participants; • Efficiency of created network can evaluate taking into consideration effectiveness of information flow among youth leaders and keeping regularity of Youth Committee meetings; • As one of the most important criteria of success of the project is number of Youth Committees’ initiated decisions of LBAS decision making bodies
