Recommendations • Find that the proposed action is exempt from the California Environmental Quality Act pursuant to CEQA Guidelines Section 15061(b)(3) (“general rule exemption”) as it will not have a potentially significant environmental effect; and • Approve the City’s Public Housing Annual Plan (2017) and authorize the City Manager to execute any and all documents regarding its submission to HUD.

  3. Rental Assistance Programs • Section 8 • Tenant Based (1,317/1,302 vouchers-99%) • Project Based (285/247 vouchers-87%) • Shelter Plus Care (75/69 vouchers-92%) • VASH – (32/14 vouchers-44%) • Non-Elderly Disabled – NED 1(60/55 vouchers-92%) • HOPWA (15/4 vouchers-27%) • 97% overall lease-up rate (High Performer)

  4. 2017 Waiting List • Open enrollment from 10/15/14 - 11/1/14 • 26,251 applications received • Currently have 23,852 applicants on the waiting list • Utilize a Pasadena preference for prioritizing applicants

  5. 2017 PHA Annual Plan Significant Changes & New Activities • Marv’s Place (Mar Vista Union) is a 19-unit Section 8 Project- Based voucher housing project • Provides permanent supportive housing for 19 chronically homeless families with 62 people including 36 children • Fully leased September 2016 • Heritage Square is a 69- unit Section 8 Project-Based voucher housing project • Provides housing for 69 very low income senior households (55 years and older) • Fully leased in November/December 2016

  6. 2017 PHA Annual Plan Significant Amendment/Modification The 2017 Administrative Plan was updated in accordance with changes required by the Code of Federal Regulations (CFR) Housing and Urban Department (HUD) rules and procedures. See Attachment “G” for a list of the revisions.

  7. 2017 PHA Annual Plan HUD implemented a number of Housing Opportunities Through Modernization Act of 2016 including changes to the project-based voucher program set forth including: • Allowing additional 10 percent project-basing of vouchers for homeless families, families with veterans, supportive housing for persons with disabilities or elderly persons, or in areas where vouchers are difficult to use. • Allowing the PHA to provide for an initial PBV contract term of up to 20 years with a 20 year extension.

  8. 2017 PHA Annual Plan Housing Needs and Strategy for addressing Housing Needs • Utilize Fair Housing and Resident Advisory Board to conduct presentations for program participants. • Market the Section 8 program to the general public. • Market/assist Section 8 voucher holders to locate units outside of areas of poverty or minority concentration • Market the Section 8 program to owners outside of areas of poverty or minority concentration.

  9. 2017 PHA Annual Plan • Provide free listing of affordable properties in Pasadena and throughout the County on: www.PasadenaHousingSearch.com • Attend landlords events to increase landlord awareness and education. Build relationships with the Apartment News Publication, Foothill Apartment Association, Apartment Association of Greater Los Angeles and others. • Train tenants and owners by using the department’s new videos and written materials.
