Joint recognition by EU/US to cooperate in the development of Technical Specifications for Mobile Broadband extended at the TETRA World Congress 1998 The Public Safety Partnership Project (PSPP) agreement signed by TIA and ETSI in Washington DC, May 22 - 2000 Final Partnership Agreement for project MESA ratified January 2001 in the City of Mesa, AZ The PSPP was given the name“Project MESA” in recognition of the city, where the partnership Agreement was finalized (Ref.: The Treaty of Amsterdam) MESA : Mobility forEmergency andSafetyApplications Background

Internationally organized Crime as well as Criminal Activities in general are increasingly facilitated by communications technology surpassing that currently available to Law Enforcement A Mutual Recognition Agreement (MRA) between the United States of America and the European Union in the field of telecommunications equipment exists The EU-Treaty of Amsterdam raised the EU Police cooperation from national level to Union level, further facilitating international cooperation Significant Events

The Federal Bureau of Investigation (FBI) has been empowered by the US Government to work with the EU on cooperation regarding Public Safety and Law Enforcement matters (Source: EU Commission) The EU Commission has established the EUROPOL office mandated to coordinate specific areas of Law Enforcement between Member States Effective Disaster Response involving multinational response forces is becoming an issue of greater importance, in particular on a global scale Political Preparations

One globally applicable suite of Mobile Broadband Specifications aimed primarily at the professional market of Public Protection and Disaster Response including Military Peacekeeping and non-tactical Operations Technical Specifications driven by globally harmonized user requirements and scenarios Spectrum Matters elaborated by ITU-R through the MESA Partners and the regional authorities of its Members Project MESA
