Phase 1 construction schedule • What is MUFN phase 1 again? • E. Washington backbone + laterals, S. Park St/John Nolen/Rimrock laterals, ½ Mineral Point backbone • Site surveys • Permit status • City of Madison Board of Public Works (4 permits) • WisDOT Rails & Harbors permit (bike path) • Construction activity notes • Most work done by 9/30/11 (if not sooner) • I-94 to Portage/Thierer conduit available Fall 2012 • Regent St conduit available July 2011 • Conduit installs/fiber pulls
Phase 2 fiber construction bid results • 2/28/11 RFB issued to qualified vendor list • 3/8/11 RFB questions received (2 Q’s) • 3/9/11 questions responded to • 3/24/11 Five RFB responses received • Result – (again) Intercon Construction won all 4 segments • AT&T Madison area fiber contractor • Reputable and local • Bid unit costs slightly better than phase 1 • UW only awarded 3 of 4 segments (Monona Dr not awarded; S. Fair Oaks issue)

Pleasant View Rd conduit (Fall 2011) • S. Point Rd conduit (Fall 2011) • Sherman/Northport conduit (Fall 2011) • Monona Dr (Winnequah to Cottage Grove Rd) conduit available (Fall 2012) • Univ. Ave conduit (Whitney Way to Allen Blvd (Fall 2012) • 2016 High Point Rd bridge (working around this)
Phase 3 construction schedule • What is MUFN phase 3 again? • Monona Drive + Broadway + Agriculture Dr area backbone + laterals • WisDOT negotiation for I-90 fiber pair (Femrite to Cottage Grove Rd) • Waiting for final pricing • Looking to capitalize 20yr IRU costs with NTIA funds
Phase 3 construction schedule • Construction activity notes • Anticipated start 4/15/12 with likely end date 12/1/2012 • Monona Drive conduit completed by 11/2012 • S. Fair Oaks & Atwood Ave intersection conduit (9/2012) • Aerial fiber Nichols/Pflaum to Winnequah • May start portions sooner (Fall 2011) & provide partial service if WisDOT agreement reached and NTIA approves IRU funding

Park Street (17 laterals only) – was 9/2010 (NOW 9/11) • East Washington (22 laterals + 2.5mi BB) – was 12/2010 (NOW 9/11) • Mineral Point (23 laterals +2.5mi BB) – 12/2010 (NOW 12/2011) • Northport (7 laterals + 3.5mi BB) – was 9/2011 (NOW 12/2011) • Monona Drive (15 laterals + 2.25mi BB) – was 9/2011 (NOW 12/2012) • University Avenue (14 laterals + 1.5mi BB) – 12/2011 • Light Monona Dr. (SE side) metro ring – was 12/2011 (NOW 12/2012) • 2/3 project MUST be done within 2yrs (1/31/2012) & completed within 3yrs (by 1/31/2013)

NTIA Feedback • Sub-recipient agreement with City of Madison • Agreement completed 6/30/11 • Executed by 8/1/11 • Conduit/fiber appraisal • Market rate for 25.75mi of conduit & 5.75mi of 96ct FOC • In-kind match with non-federal funds (FHA)
MUFN Phase 4 • What is MUFN phase 4? • POTENTIAL construction beyond our initial grant proposal with “excess” funds • MUST pass through NTIA (service/census block) and EA screens again • Anticipated start 4/15/2012 and likely end 12/2012 • NEED PRIORITIZED LIST OF SITES BY 6/3/11 • NEED 1 CONSORTIUM MEMBER REPRESENTATIVE BY 6/3/11 FOR APPROVALS OF NEW LOCATION (MAJORITY VOTE)
MUFN Phase 4 • POTENTIAL UNRANKED criteria to select new locations to serve • Priority based on pro-rate share of $530k cash match • Proximity to existing MUFN locations (<$ additions) • Clustering of sites (>>> bang for $$$) • Location within MUFN service areas included in grant application • “Need” (# of people served & broadband connection upgrade benefit) • Consideration for consortium members who dropped sites or had partial work done on grant sites • What do you think about this criteria and proposed selection process???
