Polityka przetargowa w misji JUICE • The first “Large” (L1) mission in the Cosmic Vision programme • Foreseen launch date in 2022 • Mission adoption planned for the 145th meeting of the SPC in November 2014. • Procurement proposal for the mission planned to be presented to the IPC for approval at the 289th meeting in November 2014
Polityka przetargowa w misji JUICE • The spacecraft is planned for launch in 2022. • A 7.5 year cruise toward Jupiter. • The Jupiter orbit insertion will be performed in January 2030. • It will be followed by a tour in the Jupiter system. • In September 2032 the spacecraft will be inserted into polar orbits around Ganymede.
Polityka przetargowa w misji JUICE • The Core Team - maximum size of 35 % of the contract value (excluding the industrial contingency) • Core Team = the Prime Contractor plus those subcontractors which are considered, and properly demonstrated to be, from a technical and programmatic standpoint, mandatory to carry out the tasks of the Prime Contractor • Minimum number of six subsystems already defined, more might still come - separate ITTs, nominally the ITT for a subsystem shall be restricted to companies residing outside the big four countries (F, D, I, UK), if not possible then a preference clause will be included in the ITT giving preference to bids led by non LSIs • In the overall procurement approach, attention will be paid to ensure a fair return of activities to SME
Polityka przetargowa w misji JUICE Special measures to support New Member States: manpower support contracts for activities within the perimeter of the Prime Contractor and the Core Team responsibility one or more element of the ground support equipment suite via direct/restricted competition development of an additional qualification model of JUICE spacecraft equipment development of selected activities in Best Practices via a StrIn-like approach, i.e. with a co-funding scheme (project/initiative for each New Member State (NMS) (1/3 – 2/3))
