Program Specific Assurances -Title I Part A, Educational Disadvantaged Students (including NCLB Public School Choice)
Program Specific Assurances - New or Revised • Ensure LEA implement the requirements of the “Parents Right-to-Know” Provisions as defined in Section 1111(h)(6)(A. Ensure that timely notice and information regarding the “Parents Right-to-Know” requirements are provided to parents in an understandable and uniform format and, to the extent practicable, in a language that the parents can understand. • Spend an amount equal to at least twenty percent (20%) of the LEA's Title I, Part A, allocation, unless a lesser amount is needed, to implement Choice with Transportation and Supplemental Education Services (when applicable). Reserve no more than one percent (1%) of the twenty (20%) LEA’s Title I, Part A, allocation for parent notification and outreach activities. Ensure that all students enrolled in Schools Identified In Need of Improvement (SINI), Corrective Action, or Restructuring are offered no less than two choice options. • The LEA must reserve funds to provide: equitable services for private school students, parents, and, if applicable, teachers. These reservations must be allocated from the LEA’s set-aside amounts for professional development (only if the LEA reserves funds to have Title I teachers meet the “highly qualified” requirement, or to provide the “garden variety” professional development to its Title I teachers. Funds that an LEA is required to reserve because it has been identified for improvement are not subject to equitable services).
Program Specific Assurance (Continued) • Reserve no less than one percent (1%) of the LEA's Title I, Part A, allocation for parental involvement activities. The LEA must calculate the equitable portion for services to families of private school students and then ninety-five percent (95%) of the remainder of the one percent (1%) shall be distributed to schools to provide for parental involvement. Exemption: LEAs receiving $500,000 or less are not required to set-aside one percent (1%) of their allocation for parental involvement. • Perform the calculations necessary every year to demonstrate that all of its Title I schools are comparable and make adjustments if any are not and maintain documentation to support the calculations and any adjustments. Title I Part A: ARRA Assurances • Funds will be used only to meet the intents and purposes of The American Recovery and Reinvestment Act of 2009 as it pertains to Title I, Part A. • Spends funds quickly, consistent with NCLB’s reporting and accountability requirements, to help drive the nation’s economic recovery.
Title I Part A: ARRA Assurances (Continued) • Improve student achievement through school improvement and reform and help close the achievement gap by: • Making progress toward rigorous college- and career-ready standards and high-quality assessments; • Establishing pre-K to college and career data systems that track progress and foster continuous improvement; • Improving teacher effectiveness and the equitable distribution of qualified teachers; and • Providing intensive support and effective interventions for the lowest-performing schools. • Ensure transparency, reporting, and accountability to accurately measure and track funds and publicly report on how funds are used. • Invest ARRA funds thoughtfully in ways that do not result in unsustainable continuing commitments after the funding expires

School Improvement Schools In Need of Improvement Year 1 or 2 must use at least 10 percent of their Title I, Part A allocation for implementing professional development to address the reason(s) for entering improvement
What are we looking for? • Professional development that addresses the unique needs of schools and aligns to district and state improvement initiatives • Specific descriptions of the professional development activities that will be provided and how they are designed to meet the academic improvement needs of schools
School Improvement LEA Level • Any LEA In Need of Improvement Year 1 or 2 must set-aside 10 percent of its Title I, Part A allocation to implement professional development activities to address the reason(s) for entering improvement
What are we looking for? • Describe the specific professional development activities the LEA will carryout with the amount set-aside • Describe the specific needs identified by the LEA for these funds, the source(s) of data, and how the professional development addresses the needs • Describe how the LEA will measure the impact of these professional development activities
School Improvement Set-Aside • For LEAs in Corrective Action, the requirement to set-aside 10 percent does not apply • If the LEA chooses to set-aside the funds, it must address the information on the previous slide • Equitable services requirements apply
Instructional Services to Increase Student Achievement • This section now only applies to LEAs that operate targeted assistance programs • The system will only open this section if the LEA identifies a targeted assistance program in the Public School Eligibility Survey
Instructional Services to Increase Student Achievement • Identify strategies for increasing student achievement in reading and mathematics for targeted assistance programs, including: • Additional services, educational support, or extended learning opportunities • Scientific based instructional activities and other research based programs • Frequency and duration
Instructional Services to Increase Student Achievement • Methods for identifying the lowest-performing eligible students • The LEAs selection process for determining eligible students • Process should include the multiple, educationally-related, objective criteria • How students are prioritized for services by academic need

Section 2141 • Section 2141 limits an LEAs ability to use Title I, Part A to fund paraprofessionals if the LEA has not met the following: • Annual measurable objectives described in section 1119(a)(2) • In corrective action
Section 2141- Exceptions • LEAs may use Title I, Part A funds to hire paraprofessionals if one or more of the following can be documented: • Hiring to fill a vacancy created by the departure of another paraprofessional funded under Title I; • A significant influx of population has substantially increased student enrollment; • There is an increased need for translators; or • There is an increased need for assistance with parental involvement activities.
