Status of WECC Standards Activity Recent Ballot Results • BAL-002-WECC-1 – Contingency Reserves • 90.8 % Quorum • 80.6% Weighted Sector Approval • BAL-004-WECC-2 – Automatic Time Error Correction and WECC Variance to NERC BAL-001-0.1a • 91.7% Quorum • 93.1% Weighted Sector Approval
Status of WECC Standards Activity Recent Ballot Results • INT-016-WECC-CRT-2 Data Submittal Criterion • 93.2% Quorum • 75.7 % Weighted Sector Approval • WECC Standards Committee has forwarded all three to the Board with a recommendation for approval
Status of WECC Standards Activity Upcoming Ballots – Regional Criteria • PRC-006-WECC-CRT-1 – Underfrequency Load Shedding Criterion • Meets a fill-in-the-blank requirement for WECC • Covers implementation of the WECC Coordinated Off-Nominal Plan • DT has addressed all comments and recommends moving to ballot • WSC will consider request to ballot at its June meeting

Status of WECC Standards Activity WECC Standards Committee • WSC has met three times • Initial meeting was informal. No business conducted • Approved moving two regional reliability standards and one criterion to ballot • Approved posting five regional criteria for comment • Approved proposed errata changes to IRO-006-WECC-1 to align the standard with the recently approved UFS Guideline
Status of WECC Standards Activity WECC Standards Committee • Next meeting scheduled for June 25, 2012 • Review WSC Charter and WECC Reliability Standards Development Procedure • Review WECC-0065 Submittal for posting and potential ballot. • Due Process concern regarding WECC-0074 • Discuss errata to INT-017-WECC-CRT-1.
Status of WECC Standards Activity IRO-006-WECC-1.1 Errata Changes • Conforming changes to IRO-006-WECC-1, Qualified Transfer Path Unscheduled Flow Relief, are required as a result of changes made to the WECC Unscheduled Flow Reduction Guideline • FERC Orders 888 and 890, as well as Orders 713-A and 713-B and RM10-9-000, discuss the relationship between curtailment actions placed upon transmission schedules and transmission service priority
Status of WECC Standards Activity IRO-006-WECC-1.1 Errata Changes • The Violation Severity Level (VSL) for R1 has been updated to conform with the NERC VSL Guidelines • “binary” type requirements must be consistently assigned the same VSL, and using a “Severe” VSL is an acceptable approach
Status of WECC Standards Activity IRO-006-WECC-1.1 Errata Changes • Upon receiving a request of Step 4 or greater (see Attachment 1-IRO-006-WECC-1) from the Transmission Operator of a Qualified Transfer Path, theR1. Each Reliability Coordinator shall approve (actively or passively) or deny that request a request for curtailment (Step 4 of the WECC Unscheduled Flow Reduction Guideline) from the Transmission Operator of a Qualified Transfer Path, within five minutes. of receiving that request
