  5. EARLY HISTORY • Formed as West Virginia High School Athletic Association – June 17, 1916 • Changed to WVSSAC in 1955 • Started with 11 charter members – presently 126 high schools, 158 middle schools

National Federation of State High School Associations (continued) • The NFHS is located in Indianapolis, Indiana (Est. 1920) • National leadership organization for high school sports and fine arts activities • The NFHS writes playing rules for 17 boys and girl sports at the high school level • Membership = 50 member state associations and the District of Columbia • NFHS reaches more than 18,500 • high schools and 11 million • participants in high school activity • programs, including more than 7 • million in high school sports • National authority on • interscholastic activity programs

  15. SB 630 - Establishing Accessibility and Equity in Public Education Enhancement Act (Virtual School)

SB 630 • County school boards may create a virtual school policy whereby students could • Take all classes online • A blended program of instruction • Students must be enrolled for the equivalent of 4 periods a day • All grades from this policy must be transcripted • Students must meet all eligibility requirements for athletic participation

Senate Bill 40Emergency Action Plan • Rule 127-2-15 • Can adopt Anyone Can Save A Life Program – www.anyonecansavealife.org – Implementation meets all requirements of this rule • Required 2017 - ALL practice and game facilities • Must complete annually, for every sport, and submit to WVSSAC, county board and emergency response agency • Training and practice required

WVSSAC Policy & Senate Bill 336 • ALL COACHES will be required to annually complete the NFHS Concussion Course – Senate Bill 336 • The principal shall monitor and maintain appropriate records regarding completion of the course • ANY COACH that does not complete the NFHS Concussion Course annually will not be permitted to coach until the course has been completed and would be in violation of the law. • Information/Directions regarding the NFHS Concussion Course may be found at www.nfhslearn.com

  20. Senate Bill 336 (2013 Concussion Legislation) • 1. Provide information to parents and athletes • Physical Form • CDC letter • 2. Concussion Course • 3. RTP protocol and approved health professionals • 4. Injury Report – Required for all concussions • and all sports and send report within 30 days • of concussion

  21. Concussion Return to Play (RTP) Protocol • An athlete removed from a contest that shows signs/symptoms of a concussion shall be immediately evaluated by an appropriate health care professional. If no appropriate health care professional with training in evaluation of head injuries is available, the athlete shall not be allowed to RTP. • REQUIREMENT) No more than one progression step per day is permitted. • Must have written permission to RTP.

  23. Sudden Cardiac Arrest Awareness • ALL COACHES required to take course one time • SCA occurs when the heart stops suddenly • 400,000 people in the U.S. suffer SCA annually • 10% survive • 75% are adults • Send for AED • Refer to packet for additional information

Heat Acclimatization/WVSSAC GuidelinesAll coaches are required to take the FREE NFHS – Heat Illness Prevention Course 1 time • Most problems related to • Too soon • Too hard • Too long • Heat illness is the leading cause of preventable death among high school athletes. • Heat Index Guidelines - Chart • Additional materials may be found on the Sports Medicine Section of the WVSSAC website

ACCOMMODATIONS • Accommodation must be reasonable • Accommodation must be safe for able bodied athletes as well as the athlete with the disability • Accommodation cannot create an advantage for the disabled athlete • Disabled athlete must play at same skill level as other members of team to earn a spot

TITLE IX – “3 – PRONG TEST” Equal opportunities for both males and females school must show: • % of male & female athletes are about the same as the % of male and female students enrolled at the school • History and a continuing practice of expanding athletic opportunities for female students, since they usually have been the ones given fewer opportunities to play • The school is fully meeting female athletes’ interests and abilities

  28. TITLE IX • Equal quality and quantity of equipment and supplies • Fairness in scheduling games and practices • Equal financial support for travel and expenses • Fairness in assigning and paying quality coaches; and • Equal facilities (locker rooms, fields, and arenas, for example)

  29. 10 LEGAL DUTIES OF A COACH • Properly plan the activity • Provide proper instruction • Warn of inherent risks • Provide a safe physical environment • Provide adequate and proper equipment • Match your athletes appropriately • Evaluate athletes for injury or incapacity • Supervise the activity closely • Provide appropriate emergency assistance • Protect against physical and psychological harm from others
