Public Buildings Service Santa Susana FL Highlights Environmental contamination • Radiological contamination on the Boeing owned portion. • Extensive deep groundwater contamination. • Multiple active citizen groups w/health concerns. Historic/cultural resources • Burro Flats – Native American pictographs listed on the National Register of Historic Places. • Rocket engine test stands eligible for listing on the Nation Register – connected w/Apollo & Shuttle space programs.
Public Buildings Service Environmental Cleanup • Soil and surface water impacts: • 15 areas contaminated w/VOCs (primarily TCE), metals, dioxins, PAHs, PCBs, petroleum hydrocarbons) • Soil cleanup will be completed by 2017 • Deep groundwater impacts: • TCE found 900 feet below the surface • Anticipated remediation methodology: monitored natural attenuation w/limited groundwater treatment and 30 years of monitoring. • Assumes groundwater use prohibition will be put into place as part of groundwater remedy.
Public Buildings Service Environmental Cleanup cont’d • Regulated by 2007 Consent Order w/state • State legislature passed SB990, effective in 2008, requiring that: • SSFL be cleaned up to background, and that • No transfer could take place before state certification that cleanup to background had been completed. 8
Public Buildings Service Environmental Cleanup cont’d • A 2010 Consent Order applied SB990’s requirements to soil cleanup at the site • The 2007 Consent Order remains in effect except for soils cleanup covered by 2010 Consent Order. • Scheduled completion of soils cleanup remains as 2017. • Requires removal of soils contaminated above local background levels: • No “leave in place” alternatives can be considered and • No on-site burial or land filling can be considered • Backfill/replacement soils must not exceed background levels 9
Public Buildings Service Environmental Cleanup cont’d • NASA uses NEPA to condition its cleanup obligations under the 2010 Consent Order. • NASA must make its cleanup to background decisions in accordance with NEPA. • NASA must conduct the cleanup in a way that will comply w/the requirements of NEPA. • State regulator must work w/NASA to develop an approach to satisfy NEPA obligations. 10

Public Buildings Service The Main Transfer Hurdles • Environmental conditions • The 2017 scheduled completion of soils cleanup (delay expected). • The Governor’s concurrence that the property is suitable for transfer prior to completion of cleanup. • Possible extension of radiological investigation to entire site and offsite. • California Senate Bill 990 (SB 990) • Prohibits lease or transfer until all soil is removed that exceed local background levels of contamination - the strictest possible state standard. • Boeing’s legal challenge may take years to resolve. • Has chilling effect on prospective transferees.
Public Buildings Service Approaches Being Implemented • Proactive outreach to: • Possible federal or tribal users. • Possible public benefit transferees & sponsoring agencies (park/open space, historic monument, education, wildlife conservation). • A website explaining the transfer process and addressing transfer issues. • Use NEPA & NHPA processes to inform the public & assist in exploring reuse options. • Investigate ways to partner w/owner of the site’s other 2400 acres .
