ICN2 Purposes • Review progress made and the new challenges and opportunities that have been arisen since 1992, and identify policy options for improving nutrition; • Bring food, agriculture, health and other sectors together to improve diets and raise levels of nutrition; • Propose flexible policy options and institutional frameworks that can adequately address major nutrition challenges in the foreseeable future; • Encourage greater political and policy coherence, alignment, coordination and cooperation among food, agriculture, health and other sectors; • Mobilize political will and resources to improve nutrition; and identify priorities for international cooperation on nutrition in the near and medium-term.

  3. ICN2 Key Messages • There is a need to improve people’s nutrition everywhere, especially in developing countries; • Good nutrition requires sustainable, equitable and resilient food systems; • Global action to end all forms of malnutrition is a wise investment.

  4. Expected Outcomes • Political Declaration (Rome Declaration on Nutrition) – a commitment for more effective and coordinated action to improve nutrition • Framework for Action – a technical guide for implementation of Political Declaration

  6. Joint Working Group Purpose: develop draft Political Declaration and draft Framework for Action • Co-Chairs: Austria, Ecuador • Co-Vice-Chairs: Czech Republic, Egypt • Members: Representatives of FAO and WHO Regional Groups from: Cote d’Ivoire, South Africa, Tanzania, Zimbabwe; Brazil, Canada, Colombia, Mexico, USA, Venezuela; Iran, Libya, Oman, Sudan; Finland, Italy, Russian Federation, Switzerland; Bangladesh, Indonesia, Korea, Thailand; Australia, China, New Zealand

  7. Open-ended Working (OEWG) • Face-to-face meeting of OEWG in Geneva on 22-23 September 2014, with webcasting to Rome, capitals and registered NSAs • Participation of all FAO and WHO Members, with observers from UN and other IGOs, and from NSAs in relations with FAO and WHO • Purpose: based on JWG agreements, complete review of draft Political Declaration and Framework for Action, for subsequent adoption at ICN2

Web Consultations • UN Partners, civil society, private sector, academic groups and other interested individuals provided comments on ICN2 outcome documents through three public web-consultations • Two on-line consultations held on draft political declaration in February-March and in May 2014 • One web-consultation held on draft Framework for Action in July-August 2014 • Valuable inputs provided through web-consultations were summarized and presented to JWG Members to inform their deliberations

  9. Informal consultations with NSAs FAO and WHO organized informal meetings between civil society and private sector organizations and Perm. Reps. for broader exchange of views on ICN2 • 20 June, Rome (general, including Political Declaration) • 11 July, Geneva(general, including Political Declaration) • 25 August, Geneva(Framework for Action)

  10. Status of Political Declaration • Draft Political Declaration entirely reviewed by JWG, with some text in square brackets or yellow highlights yet to be finalized • To be further negotiated and agreed at OEWG meeting in Geneva • (22-23 September 2014)

  11. Status of Framework for Action • Draft Framework for Action subjected to first review by JWG (Sept 1-2, 2014) • Detailed guidance given by JWG to Joint Secretariat for producing second draft • Revised draft will be discussed at OEWG meeting in Geneva (Sept 22-23, 2014)

Seats in meeting rooms • Limit of three seats per country in Plenary Hall • Limit of two seats per country in Green and Red Rooms • Restrictions for observers, who can follow proceedings in overflow room(s) • Floating passes giving access to restricted areas available from ArancieraRegistration Centre as of Monday 17 November

Speaking time • Statements limited to 5 minutes for heads of country delegations and to 4 minutes for observers, including Organizations • Request to be made using “Speaking Time Request Form” attached to 1 August invitation, to be scanned and returned electronically to ICN2-SpeakingTime@fao.org, or addressed to Director, Conference Council and Protocol Affairs • Requests of speaking time for observers: relevant information on ICN2 Website • Confirmation of speaking time shortly before opening of Conference

  21. Post ICN2 • Not an end itself but part of a continuing process • Nutrition objectives incorporated into national development policies • Nutrition mainstreamed into food and agriculture, health and other relevant sectors • Policy coherence achieved among different sectors to promote synergies towards achieving the 2025 global nutrition targets and the 2025 global NCD targets • Country level actions focused on the vulnerable so that no one is left behind • Environmentally sustainable agriculture + food systems which support the implementation of healthy dietary practices
