CBA Review Board Update to RMS Troy Anderson ERCOT Program Management Office April 11, 2007
CBA Update • Agenda • Cost Benefit Analysis (CBA) History • CBA Review Board (CRB) • Goals • Process • Participants • Deliverables • Communications • Initial Recommendations of CRB • Questions
CBA Update • CBA History • CBA was initially created in 2005 to supplement the 2006 project prioritization process • Since initial rollout, we have learned much about the challenges of estimating benefits • We have also encountered issues from time to time at various points in the stakeholder process • Late in 2006, PRS supported the formation of a team to review CBAs on behalf of PRS • CBA Review Board met for the first time on January 26, 2007
CBA Update • Goals of CBA Review Board • Improve consistency of CBAs across all market segments • Introduce varying points of view into CBAs • Provide a forum to challenge CBA assumptions • Identify and implement CBA process improvements • Process • Volunteer team comprised of market and ERCOT staff members • Monthly teleconference to review CBA content and discuss process improvements
CBA Update • CRBParticipants
CBA Update • Deliverables • Monthly review of new CBAs • Propose CBA form enhancements to PRS • CBA process diagram • http://www.ercot.com/meetings/crb/keydocs/2007/0315/CBA_Process_v5.doc • Communications • CRB area on ERCOT.com • http://www.ercot.com/committees/board/tac/prs/crb/index.html • Updated draft documents will be posted to the April 12 meeting page on ERCOT.com
CBA Update • Initial Recommendations of CRB (draft) • Revise both Summary and Detail tabs • Provide easier stakeholder review (1 page summary) • Reorganize sections to focus reader on key information • Reduce complexity of market benefit section • Reduce focus on Net Benefit dollar amount • Many projects have significant non-quantifiable benefits • Eliminate sections that are rarely used or provide limited value • Risk Reduction (should be noted in Impacts section) • Scoring Section (retain benefit of this section by converting these topics to prompting questions) • Possibly end up with a combined Impact Analysis and CBA form
CBA Update • Questions? • When will the new form be available? • We are hoping to submit to PRS in May 2007 • How do I get involved? • Contact Troy at 512-248-3905 or tanderson@ercot.com
