    3. Why review and revise the current system?

    4. Currently railway safety trainers hold several competencies, how are these maintained? By attending a recertification training event

    5.    Example: A typical trainer / assessor could hold up to ten competencies 10 competencies may mean 14 days of training events There are also the workplace assessments…

    6. 14 trainer / assessor days lost to training 10 cards issues - Ł195.00 to NCCA

    7. If not an internally available competence then a fee to an external training company

    8. A likely total cost of Ł3.5k per trainer Simple maths: number of trainers x Ł3.5k

    9. Developments Starting April 2005, a competence management process consisting of four elements

    10. Element 1 A CPD folder (as now, may be paper or electronic)

    11. Element 2 Observation of a training / assessment event on two occasions in the twelve month period (as now)

    12. Element 3 Log on to the NCCA website to review relevant information on three occasions per year (new)

    13. Element 4 Sit an online exam every twelve months (new)

    14. Core exam To test knowledge of PTS, LKT, COSS and scheme procedures Additional exams for additional competencies

    15. What will the exam look like?

    31. Mechanism Logged in by responsible manager Open book test Time for total test, not questions

    32. Must achieve at least 85% at first attempt, then opportunity to re-answer any incorrect questions

    33. Candidate doesn’t meet required standard? If core exam then all competencies suspended for minimum 48 hours

    34. If additional module then that module only suspended minimum 48 hours

    35. Development plan to enable a re take in not less than 48 hours and not more than 12 weeks

    36. Retake exam, if supported by sponsor Only one re-take allowed otherwise full trainer approval system to reinstate
