  2. 国家中长期教育改革和发展规划纲要 《纲要》从现代化建设的全局出发，确定了到2020年的战略目标，提出了“优先发展、育人为本、改革创新、促进公平、提高质量”的工作方针，把坚持以人为本、推进素质教育作为教育改革发展的战略主题。 Ministry of Education People’s Republic of China

  3. 使命不明确、没有特色的学校是没有前途的杨褔家使命不明确、没有特色的学校是没有前途的杨褔家 • 一所大学要成为一流大学必须有一流的文化环境，既包括内部文化，也包括外部的文化。Richard C. Levin 从诺贝尔奖得主 James Tobin 的文章中引出了实现大学使命的基本要素： (1) 要有有形资产 (tangible assets)； (2) 要有人力资源 (human resources)； (3) 要有文化内涵 (internal culture)。 • 除了以上三条，还应有一条，就是办学体制：保证大学由教育家办学，具有自己独立的思考，自由的表达的自主办学权。保证依法自主办学，实行民主管理

  4. 什么是大学文化? 杨褔家 • 大学之所以称之为大学，关键在于他的文化存在和精神存在。 • 大学文化是追求真理的文化，是严谨求实的文化，是追求理想和人生抱负的文化，是崇尚学术自由的文化，是提倡理论联系实际的文化，是崇尚道德的文化，是大度包容的文化，是具有强烈批判精神的文化。大学文化体现的是一种共性，其核心与灵魂则体现于大学的精神。

  8. Education Reform in China 温家宝 一.是积极推进教育体制改革。…敢于冲破传统观念和体制机制的束缚，树立现代办学理念，在人才培养、考试招生、办学体制、管理体制等方面进行大胆创新。 二.是落实和扩大学校的办学自主权。学校的职责是教书育人。要以教学为中心，发挥教师的主导作用和学生的主体作用，改变教育的行政化倾向。 三.是努力促进教育公平。 四.是大力倡导教育家办学。充分发挥教育家的办学才能和特长，让那些有终身办学志向的人不受任何名利干扰诱惑，把自己完全献身于教育事业。

  9. Academic Freedom and Autonomy in Governance • 溫家寶說：注重啟發式教育，激發學生學習興趣，創造自由的環境，培養學生創新的思維 • Zimmer: University, as an institution, should take no political stance and remains neutral on such matter,… to provide a safe environment for faculty and students to express their views • 仍要遵守地方法律

  10. Our plan Governance: based on CUHK Leadership SCI ENG BA Other disciplines e.g. Law, Soc etc Humanities: Ethics, Values, Sociology College System: Experiential Learning

  11. Four principles: • Academic freedom and university governance under counsel • Academic standard comparable to Shatin Campus • Financial independence from Shatin Campus • Inclusion of humanities subjects in general education and in future development

  12. Road ahead • Signing framework agreement with an exit clause • Working with our partner institution in Shenzhen to draw the detail plan • Reaching a final agreement within one year after framework agreement • Phase I development and recruitment of students in 2013 • Phase II development
