Overview • Wake County has taken the lead in ensuring that future generations have the benefits associated with clean water and land kept in its natural state. • The Open Space program allows us to make significant strides in preserving land for future generations while still protecting individual property rights. www.wakegov.com

  3. Purpose • Discuss allocation options for remaining 2007 bond funds • Consider staff recommendations • Provide staff direction / action www.wakegov.com

  4. Background • Funding the County portion of the Neuse River Greenway has resulted in other municipalities requesting funds for their greenways • Key open space projects remain • None of the County managed open space property currently has public access www.wakegov.com

  5. Assumptions • Greenways and open space are not equal – open space is a higher priority • Availability/timing of future bond funding is unknown • There is a desire to provide public access to County managed open space www.wakegov.com

  6. Options for Remaining Funds • #1: Fund municipal greenway partnerships • #2: Provide public access to existing County managed open space • #3: Keep remaining funds for targeted projects / acquisitions • #4: Combination of above www.wakegov.com

Public Access to Open Space • ~ $49M County funds spent on land acquisition of 3,860 acres of County managed open space property • ~ $2.2M in construction cost would allow public access to 913 acres (24%) of existing open space • Open 3 existing open space properties: • Robertson’s Mill Pond – Paddling (~$278K) • Proctor – Horseback riding trails (~$774K) • Turnipseed – Nature trails (~$1.1M) • ~ $60K in annual operating costs beginning in FY15 www.wakegov.com

Greenway Partnerships • 2007 Bonds ($50M) – 20% To-date on greenways • Staff recommends 75% of bond funds be used solely for open space acquisition • Remaining 25% ($2.6M) for greenways/OS access • No County funding for portions within municipal jurisdiction • County would consider funding up to100% of municipal greenway projects in unincorporated / ETJ • or • 100% in unincorporated and 50% in ETJ www.wakegov.com
