Events/Programs to Look for: • Madisonville Bicentennial • Neighborhood Stabilization Program (NSP*) • Neighborhood Enhancement Program (NEP) • Smart Code Implementation • New Business Development • Police Night Out • Anything Else?
Madisonville Bicentennial • Official Start in April • Celebration in June • Other Activities ALL YEAR LONG (Your input is welcome!) • Will Mesh with Other Programs • Will Set Stage for 2010 and Beyond
Neighborhood Stabilization Program (NSP*) • Came out of Federal Program to Help Neighborhoods Address Foreclosures and Vacant and Abandoned Properties • HUD established a funding allocation formula based on the number and percentage of home foreclosures, subprime mortgages and defaults or delinquencies.
Neighborhood Stabilization Program (NSP*) Madisonville was selected because it: • Is participating in the NEP • Has a working Community Development Corporation (MCURC and HURC) • Is a GO Cincinnati Neighborhood • Has Tax Increment Financing Districts • Has Other City Investment (Red Bank, etc.) • Is just one heck of a fine neighborhood!
Neighborhood Stabilization Program (NSP*) • Madisonville should receive about $750,000 (one tenth of $7.3 million). • It will be used for a combination of property (house) purchases, demolition (as needed) and renovations. • HUD, then the City, set guidelines on how the funds should be spent.
Neighborhood Stabilization Program (NSP*) An income formula was used to determine how funds would be allocated in the neighborhoods: • Housing for families with 50% of the Area Median Income (about $33,000 for a family of four) would use ~25% of the funds (3 – 5 houses will be renovated and sold) • Housing for families with up to 120% of the Area Median Income (about $79,000 for a family of four) would use the balance of the funds (3 – 5 houses will be renovated and sold) • (About 60 Total units in 10 neighborhoods)
Neighborhood Stabilization Program (NSP*) • Why Bother? • Blighted Properties Hurt Madisonville • If we concentrate our Resources in an area near development there could be synergy that increases all development • We will try to convince local banks to “defend” existing mortgages by putting additional funds into our development pot. • There may be other funding down the road.
Neighborhood Stabilization Program (NSP*) • WE Need to Identify: • Abandoned, Foreclosed, Problem Properties • Clusters of Properties that could be Redeveloped (what’s best for neighborhood) • Specific Buildings for Renovation OR Demolition • Which Cluster fits best in Overall Plan • Then, Work with our Redevelopment Partner to Select the Best Site
Neighborhood Enhancement Program (NEP) Madisonville was chosen because: • We have ACTIVE community members in a range of activities • We have a neighborhood that can still be helped • NEP will tie to other projects we’re already doing • Madison Road is a MAJOR CORRIDOR for Economic Development by the City
Neighborhood Enhancement Program (NEP) • Present Plan to City • Ensure Plan Meets HUD/City Requirements • Get Plan Approval by City • Purchase Properties • Demolish as necessary • Renovate as planned • Find and Train New Homeowners • Rinse and Repeat
Neighborhood Enhancement Program (NEP) Tools to be used: • Concentrated Code Enforcement (including the planned Environmental and Housing Court) • Identifying and Cooling Down “Crime Hot Spots” • Cleaning Up Streets, Sidewalks and Vacant Lots • Beautifying Streetscapes and Landscapes
Neighborhood Enhancement Program (NEP) Who will be Involved? • Community Council and Committees • Community Members (Anyone) • Businesses • Churches • Service Organizations • Cincinnati Police Partnering Center/ District II
Neighborhood Enhancement Program (NEP) Who will be Involved? • Habit for Humanity • Community Problem-Oriented Policing (CPOP) • Working In Neighborhoods • People Working Cooperatively • Probation Officers • Citizens on Patrol • Local Banks

Police Night Out • Demonstrates Crime Prevention and Safety in a Fun Environment • Usually in Neighborhood Park • Due to NEP, Captain Wiesman has asked us to Host • Will be GREAT Exposure for Neighborhood • Already has Expert Volunteers for Planning and Sponsorship
