Section III Expand Your Horizon The Cancellation of Canadian Immigration Program Brimming with the spoils of a historic economic expansion, Chinese millionaires by the tens of thousands are yearning to breathe the free air of Canadian capitalism, wishing to make Canada home for their families and their private wealth. But Canada doesn't seem to want them much.

Section III Expand Your Horizon A group of angry Chinese millionaires is threatening legal action against the Canadian government after Ottawa ① cancelled a popular immigration program that dashed the hopes of thousands of wealthy foreigners. The program allowed rich foreign investors to apply for permanent residency in Canada if they had a minimum net worth of 1.6 million Canadian dollars ($1.5 million) and invested 800, 000 Canadian dollars in the form of a multi-year, interest-free loan to the government.

It's rife with delays, an enormous backlog of files and misallocation of funds ‐ all providing fodder to critics who characterize the Federal Investor Immigrant Program (FIIP) as a cash-for-visa scheme that enriches banks while providing little benefit to the country.

About three-quarters of those were Chinese, most of them eager for a ticket into the British Columbia Lower Mainland ② , with its familiar culture and access to Canadian food safety and health care.

Section III Expand Your Horizon Their hopes now dashed, a small group of those millionaires is now lashing out and demanding compensation, saying they have given up much in waiting to come to Canada, and deserve something for their pain. They have consulted lawyers, but are waiting on Ottawa to formally cancel the program before they complete their legal strategy. They say the program's cancellation is a breach of contract law, and, in a letter sent to members of Parliament, “neither lawful nor ethical.”

The Conservatives, in cancelling it, cited a statistic showing that, over 20 years, an average millionaire immigrant investor pays nearly $100, 000 less in taxes than a live-in caregiver. The Globe and Mail ④ , in a 2011 investigation, found a striking willingness to engage in fraud by consultants working with immigrant investors to Canada.

Jason Kenney, then the immigration minister, acknowledged that “crooked consultants” were a problem for the program.

  9. Section III Expand Your Horizon There are still ways into Canada for a wealthy immigrant, who could, for example, buy a Canadian company and then bring himself or herself in to work for it. But that is a more complicated process, with less assured results.

The cancellation of the Canadian program offers a window into the hope that this country continues to inspire in the rest of the world. It may be simpler just to look elsewhere. More and more western countries are courting the wealthy of the developing world through their own programs, of which Canada is a pioneer. Already, the United States, Britain and another of other developed countries have already followed Canada's lead.

Section III Expand Your Horizon Canada's initial suspension and subsequent plan to cancel the immigrant investor program have coincided with a dramatic rise in the use of the U.S. EB-5 visa ⑤ program, that country's avenue for immigrant investors. Washington once issued fewer than 2,000 such visas; later, 8567 EB-5 visas went out. More than 80 percent of the applicants are Chinese. Canada will lose out at its own game if it doesn't get the FIIP in shape.
