Presentation Objectives • Review Changes to the Standardized Testing and Reporting (STAR) Program • Learn What’s New with the development of the California Modified Assessment (CMA) • Learn What’s New with the development of the Standards-based Tests in Spanish (STS)
2010 Standardized Testing and Reporting Program Changes • The Budget Act of 2009 reduced funding for statewide assessments, including the STAR Program • The California Department of Education (CDE) submitted an expenditure plan outlining proposed reductions to the STAR contract • The Department of Finance approved the expenditure plan • The 2009-10 expenditure plan is available on the CDE Board of Education Web page at http://www.cde.ca.gov/be/pn/im/documents/infoaug09item09.doc
2010 Standardized Testing and Reporting Program Changes Key eliminations include: • California Standards Test (CST) and CMA English-Language Arts (ELA) writing task in grade four • Future Web postings of released test questions • Production and distribution of audio compact discs • Post-test workshops • Teacher Reports • External bias and sensitivity and content reviews Key reductions include: • Number of pre-test workshops • Interpretive support materials in languages other than English
California Modified Assessment • State Board of Education (SBE) approved blueprints for ELA in grade eleven and Geometry at its September 2009 meeting • In 2010 and 2011, the CMA will test students in:
Standard Setting • The purpose is to collect recommendations for the placement of cut scores • Cut scores determine performance levels (advanced, proficient, basic, below basic, and far below basic) • State SBE approval and adoption is required
California Modified Assessment • August 2009: • ELA in grades six through eight • Mathematics in grades six through eight • Science in grade eight • Three public hearings were held • Santa Clara County Office of Education (October 14) • San Diego County Office of Education (October 14) • SBE Meeting, Sacramento (November 18) • The SBE considered for adoption cut scores at its November Meeting • Results by performance level for these content areas and grade levels will be reported in 2010
Standards-based Tests in Spanish • October 2009: • Reading/language arts in grades five through seven • Mathematics in grades five through seven • Three public hearings will be held: • Dates, times, and locations to be determined • The SBE will consider cut scores for adoption at its March 2010 meeting • Results by performance level for these content areas and grade levels will be reported in 2010
Future Standard Settings • California Modified Assessment: August 16-22, 2010 • ELA in grade nine • Algebra I • Science in grade 10 • California Modified Assessment: August 2011 • ELA in grades ten and eleven • Geometry • Standard-based Tests in Spanish: November 2011 • RLA in grades eight through eleven • Algebra I • Geometry
